Review of New Pension Scheme     
            The Government has not undertaken any comparative study to examine the efficacy of the National Pension System (NPS) (earlier known as the New Pension Scheme) vis-à-vis the old defined benefit scheme. 

            However, the NPS has launched based on the need for pension reform felt by the Government of India in the year 2003, to meet obligations related to pensions in a sustainable manner. The NPS for government employees is conceived on sound principles involving regular contributions by the employee and the Government, and prudent investment of the corpus under regulatory supervision.  

            The Government has examined the returns on the investment made from the contribution of the employees through the NPS. The returns on annual compounding basis on the Central Government Sector under NPS since its inception i.e., 1.4.2008 for the period ending are as under:

RAK NPA, Ghaziabad conducts International Training Programmes

International Programmes on Quality Management in Postal Services and Mail Management (8th to 19th December) was inaugurated by the Director, RAK National Postal Academy, Ghaziabad. 37 participants from 15 countries are participating in this programme.

Wi-Fi Broadbond connection at New Delhi Railway Station

The Minister of Railways Shri Prabhakar Prabhu will launch Wi-Fi Broadband services for public at New Delhi Railway Station at Çonsurse Platform No.1, (Paharganj side) on 8/12/2014 at 3.15 hours. The Minister of State for Railways, Shri Manoj Sinha will be the Guest of Honour on the occasion. Chairman, Railway Board Shri Arunendra Kumar, Board members and senior railway officials among other will alos be present on the occasion. The Wi-Fi project on Indian Railways is being executed by RailTel Corporation a PSU of Ministry of Railways.

My Stamp - an overview

‘My Stamp’ is the brand name for personalized sheets of Postage Stamps of India Post. The personalization is achieved by printing a thumb nail photograph of the customer images and logos of institutions, or images of artwork, heritage buildings, famous tourist places, historical cities, wildlife, other animals and birds etc., alongside the selected Commemorative Postage Stamp.

‘My Stamp’ was first introduced in India during the World Philatelic Exhibition, ‘INDIPEX-2011’. There was considerable demand for it during the exhibition and many requests to resume its printing have since been received. This enthusiasm from stamp lovers prompted India Post to extend the ‘My Stamp’ scheme to cover all Postal Circles. This scheme is available in selected Philatelic Bureaux and counters /Important Post offices/Post Offices situated at tourist places. Selected themes are available at selected My Stamp Counters.


Customer:-
1. (i) The customer will fill the My Stamp Order Form indicating choice of stamps from available stamp sheetlets. The filled in form is to be handed over to the operator after being duly signed on the order form (not on acknowledgement portion) and on reverse also on the space provided for signature of customer. He/She will have to produce any ID proof issued by Govt. Authority. (ii) He will make the appropriate payment to counter clerk and also receive the acknowledgement slip. The cost of one My Stamp sheet is Rs. 300/-.
(iii) He can get his/her photograph clicked or provide the same in hard/soft copy. Customer can also provide a copy of family photograph/photos of friends, relatives etc. for getting My Stamp. The images and logo of institutions or images of artwork, heritage buildings, famous tourist places, historical cities, wildlife, other animals and birds etc. can also be considered in place of photograph of individuals provided the same are furnished by the customer in hard/soft copy. However, the images so used should be free of copy right restrictions.
(iv) Applications for ‘My Stamp’ from corporate customers will also be considered. The application alongwith Order Form needs to be submitted by an authorised signatory. This should be accompanied by a valid ID proof of authorised signatory issued by the organization/company. A minimum quantity of 100 sheets will be mandatory for corporate customers. Images or Logo of the corporate organizations can be printed alongside the stamp.
(v) The delivery of ‘My Stamp’ sheetlets will be effected, after the required processing time.
(vi) In case of exhibition/ extension counter, the customer will also have the option to collect his/her sheetlets in seven working days from same counter or any other specified office.
(vii) The customer is required to collect his/her stamp sheetlets within 07 working days during office hours. No responsibility will rest on the Department of Posts for loss of the said stamp after this period.
(viii) Blank sheetlets will not be supplied to the customer, and printed sheets, once given, will not be taken back.
(ix) The payments made are not refundable.

Photographs:-

(i) Customer may get his/her photograph clicked at the counter or handover the same in softcopy/Hardcopy. The customers may give soft/hard copy of the photograph of their relatives/friends/family, logo/symbol, images of artwork, heritage buildings, famous tourist places, historical cities, wild life, other animals and birds etc., subject to such images not being of offensive nature in any way.
(ii) Camera of appropriate specifications is being used by Department of Posts, but no responsibility of photo quality lies with the Department.
(iii) No photo editing will be done by operator.
(iv) Customer will be fully responsible for his/her Softcopy/Hard copy photograph quality. The customer will also be responsible for any issues of propriety of the image brought by him for printing on ‘My Stamp’ sheets, including copy right issues.
Note :- The Corporate Customers will be required to submit an application on their official letter pad. Individuals can also get the photo clicked on the spot.

Delivery and Dispatch:-

(i) The customer will have to produce the acknowledgement slip, duly signed, at the time of delivery.
(ii) If customer is unable to collect his/her stamps personally, he has the option of appointing a receiver with an authority letter with attested signatures of the receiver and the acknowledgement slip. The receiver should carry a photo ID Proof issued by any Govt. Organization.
(iii) The customer may request for ‘My Stamp’ to be delivered by post. It may be delivered by registered post or Speed Post. The delivery charges will be borne by the customer.
Note:-The Department of Posts is not responsible for any technical fault and delivery delay due to technical fault or shortage of stock.

The more a customer buys the My Stamp the more he gains. The discount structure is detailed below.

Note: Discount of 20% will be allowed only on additional sheetlets over 100. For e.g if a customer purchases 200 My Stamp sheetlets, he will get 10% discount on first 100 sheetlets and 20% discount on sheetlets over and above the first 100 sheetlets.
The above discounts are to be given only to such customers who buy My Stamps from such Post Office counters that are manned by postal officials such as Philatelic Bureaus/Counter/Postal/Philatelic Museums and where hardware, space and manpower is not outsourced.

Merger of ASP cadre in to PS Gr. B cadre.....updates!!!



Meeting regarding merger of ASP cadre into PS Group B cadre was held in the chamber of DDG (Estt) on 28/11/2014. Following were present.

DDG (Estt) welcomed the representatives of the Association and requested for healthy and fruitful discussion to resolve this vital and long pending issue. The proposal submitted by the Association on 20/11/2013 was discussed in detail. Official side expressed their difficulties in implementing the proposal in toto. It was stated by the official side that there are 2106 posts of Inspector Posts and 1990 posts of ASP in the Department. During the course of discussion, it was proposed to upgrade few posts of ASP in Divisional Office into PS Group B cadre in Group A Postal / RMS divisions, CO/RO etc. as well as to retain the Gazetted status of remaining ASPs in their personal capacity till their retirement / promotion in case of merger of IP cadre and ASP cadre into a single cadre. Inspector, Posts will get Grade Pay of Rs. 4600/- after merger at par with Inspectors in CBDT/CBEC as per our demand. Meeting was held in a cordial atmosphere.

In view of the discussions held in the meeting, official side desired a fresh proposal from the Association. The same will be submitted very soon.

Philately exhibition in Kerala displays world's first and rare stamps



Some unique and rare stamps, ranging from the world's first 'Penny Black' to India's heritage stamps are on display at a two-day philately exhibition called 'Kochipex 2014'. 
Stamps depicting Jesus Christ's life (birth to resurrection) and painter-sculptor Leonardo da Vinci's 'Vitrovian Man' were also on display at the exhibition.
The exhibition that started with a ceremonial function was a visual treat for the enthusiasts and stamp collectors.
The exhibition also gave a chance to exhibit collection of coins and Indian rupee notes for the collectors.
Stamps carrying photos of former politicians and greats like Jawaharlal Nehru, Indira Gandhi and Mahatma Gandhi among others also attracted visitors.
M. Venkateswarlu, Post Master-General, said such exhibitions should be organised regularly across the country to encourage the hobby of collecting stamps, especially among students.
"Here, we are conducting a district level philatelic exhibition in Ernakulam for two days, starting from today and tomorrow also we have kept these stamps for exhibition. Professor K.V. Thomas, honourable lawmaker, has inaugurated this exhibition," said Venkateswarlu.
The postal department had arranged stamps in various segments and themes such as devotional, personality and celebrities, places of importance and rare ones including nature and 'mystamp'.
A stamp collector, Atish Kumar Jain, said Indian stamps are mostly based on famous personalities while foreign stamps depict various themes.
"I have been collecting stamps for the past 12 years. My collection is generally based on printing mistakes and errors. I collect different types of stamps that have gold, silver on it, stamps that glitter at night. But mainly I collect stamps with printing mistakes," said Jain.
The event would also feature philatelic quiz, painting and letter writing competition for school children.
The Department of Posts would evaluate the entries under competition segment and awards would be presented to the winning exhibits.

India Post collects over Rs 280 crore via cash-on-delivery, courtesy Flipkart, Amazon



Within a year of joining the e-commerce bandwagon as a distribution channel, government entity India Post has transacted business worth Rs 280 crore in the cash-on-delivery (CoD) segment alone for firms like Flipkart, Snapdeal and Amazon.

While the amount of revenue generated for itself could not be ascertained, government officials said India Post is very keen on developing its e-commerce related services as a major revenue model going ahead.

"India Post collected over Rs 280 crore from consumers and gave it to e-commerce firms, since CoD facility was started in December 2013. The department with its huge network can serve as the best agency for not just delivering products, but also collecting money," a government official said.

1. Supplementary DPC for the promotion to the cadre of PS Gr. B for the year 2013-14.

- Information of 4 to 5 officers of UP Circle is awaited. There would be about 25 to 28 vacancies and result is awaited very soon.

2. DPC for promotion to the cadre of PS Gr. B for the vacancies of 2014-15.

- Information of 6 officers is still not received from Circles. DPC is likely to be held in this month only for about 150-160 vacancies and if JTS DPC is convened before DPC of PS Gr. B, then there is chance of another additional 25 to 30 vacancies.

3. DPC for promotion to the cadre of JTS Gr. A for the year 2013-14.

- Date of holding of DPC is awaited from UPSC. There would be about 37 to38 vacancies.

4. Request for grant of GP Rs. 5400/- to the ASPs after completion of 4 years of regular service in GP of Rs. 4800/- earned under MACP Scheme

- File is said to be sent to Nodal Ministry.

5. Issue of revised Recruitment Rules for the post of Assistant Manager in MMS.

- Issue is delayed due to non availability of  feeder cadres RRs.

6. Non holding of PS Gr. B Examination for the year 2013 and 2014.

- There is no progress in the matter.

7. Vigilance enquiry in the death case of Ms Mohini Gupta Ex-ASP Ajmer(Rajasthan circle)

- Report from Rajasthan Circle is awaited.

8. Issue of seniority list of Inspector Posts cadre since 2000 onwards

- It is delayed due to some technical problems and likely to be released soon.

9. Issue of revised Recruitment Rules for the post of Dy. Manager in MMS.

- It is under process.

CAT case filed at Madras Bench i/c/w to grant GP of Rs.5400/- after completion of 4 years in GP of Rs. 4800



All members are aware that Shri M. Mohanarangam, Ex-GS of All India Association of ASRM and IRM and now Superintendent, NSH, Varanashi has already filed OA in Hon’ble CAT Madras Bench in connection with to grant (MACP) financial up-gradation to applicant in the GP of Rs. 5400/- in PB-2 on non-functional basis, on completion of 4 years of regular service in the GP of Rs. 4800/- w.e.f. 1/9/2008, with all attendant benefits.

The applicant ( Shri M. Mohanarangam) in his OA No. 1273/2013 stated that 6CPC introduced Modified Assured Career Progression Schemes (MACPs) and the commission recommended that a Gr. B officer in PB-2 with GP of Rs. 4800/- will get the GP of Rs. 5400/- after completing 4 years of regular service on non-functional basis. The recommendations of the 6CPC was accepted by the Government vide GOI, Ministry of Finance’s Resolution dated 29/8/2008. 

The applicant has further stated in his OA that when a Gr. B officer completes four years of regular service in the GP of Rs. 4800/- is eligible to get GP of Rs.5400/-. While so, the applicant is holding Gr. B gazette post (ASP cadre) and completed 4 years of regular service in the GP of Rs. 4800/- and he is now eligible for financial upgradation in the GP of Rs. 5400/- w.e.f.1/9/2012. The applicant while working as ASP (Gr. B) was granted financial upgradation in the GP of Rs. 4800/- in the pay band of Rs. 9300-34800 in PB-2 w.e.f. 1/9/2008.

Present status : Case is stands posted on 5/1/2015 for filling counter reply by Department.
