A news appeared in IP ASP Karnataka Circle Blog is reproduced below for info.

BPM, Chithenahalli BO a/w Nandi SO, Mail Overseer & IP, Chickballapura Sub Division under Kolar Division were held captive by the Villagers for the reason that the UTI Advantage Fund did not get doubled in three years as promised by the then Divisional Administration.
It was intimated that there was no cooperation from the present Divisional Administration to release the staff from villagers who held them captive.
CS Naveen Chander & DPS Sir, Dr Sharvanan talked over phone with IP, Chickballapura Sub Division and after intervention form Police Authorities staff were released from the captivity.

01. Re-allotment cases.

02. Delay in issuing MACPs to few ASPs.
There was a positive approach from all Officers.

Next Four-monthly meeting with Chief PMG tentatively fixed on 24.02.11.

CWC News - from CHQ.

Central Working Committee meeting at AMBAJI (Gujarat)

As notified, Central Working Committee meeting of the Association was held at Ambaji, District Banaskantha (Gujarat) on 16th and 17th December 2010 under the presidentship of Shri Dinesh khare, President. CWC was attended by 14 Circle branches except Assam, Haryana, H.P., J & K, Kerala, N.E., Orissa and Uttarakhand. CWC was well attended as expected. Shri Janardan Sharma, SSPOs, Meerut and Shri S.Ravi, Asstt. Director (RB), Postal Directorate attended the C.W.C. as special invitees. Meeting was held in cordial atmosphere and agenda of the meeting was discussed. After detailed discussions and confirmation of minutes last CWC/ All India Conference held at New Delhi, following decisions were taken by the CWC unanimously.


1Upgradation of Grade Pay of Inspectors, Posts from Rs. 4200/- to Rs. 4600/-.


Department is not serious on merger of the post of Inspector, Posts with the post of Asstt. Supdt., Posts. Hence, it was decided by the CWC that the post of Asstt. Supdt., Posts be merged with the post of P.S. Group “B” as both the posts are Gazetted Group “B”. A protest letter in this regard was drafted by the CWC and same will be handed over to the Department by the GS.

2. Restructuring of Inspector, Posts cadre:

CWC decided to take up this issue only after settlement of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/-.

3. Revision of rates of remuneration for invigilation duty:

G.S. will issue reminder to the D.G. (Posts) in this regard.

4. Regular Promotion to P.S.Group “B”:

A list of 140 officers for regular promotion in to P.S. Group “B” cadre has been issued by the Department on 24.11.2010. CWC expressed its satisfaction over release of list by the Postal Directorate in time, due to frequent meetings with the officers in Postal Directorate by the GS.

5. Allotment of surplus qualified IP candidates for the year 2009:

CWC decided that above issue may be taken up with the Department.

6. MACP Scheme:
It came to notice of the CWC that MACP memo has not been issued by Chhattisgarh and M.P. Circles so far. CWC decided to take up above issues with the Department.

7. Merger of IRM/ASRM Association with our Association:

After detailed discussions, it was decided by the CWC that all members of IRM/ASRM Association may become our members by contacting our respective Circle Secretary in this regard. We welcome them for becoming our members as now, there is only single Association in our cadre recognized by the Department.

8. Postmaster Cadre in Postal Wing:

It was decided by the CWC that a protest letter from CHQ should go to the Department. Responsibility for drafting the letter was given to the Circle Secretary, Punjab Circle.

9. Supply of Laptops for all the IPs/ASPs

It was informed by the Secretary, Posts in our All India Conference that Laptops will be supplied to all the IPs/ASPs. However, the same has been supplied only to Sub Divisional IPs/ASPs. CWC decided to take up the issue with the Department for supply of Laptops to remaining IPs/ASPs.

10. Non issue of combined All India Seniority List of IPs from the year 1999: 

It was decided by the CWC that above issue will be taken up with the Department.

Elaborate arrangements were made for the conducting CWC at Ambaji (Gujarat) by Shri M.R.Desai, Circle Secretary, Gujarat and his team. CHQ conveys its sincere thanks to them as well to all the CWC office bearers / Circle Secretaries for their co-operation during the CWC..

Karnataka Circle informed the CWC that they will hold next All India Conference at Bengaluru during January/Ferbuary-2012. They are making preparations for it. CWC welcomed their spirit.

Maharashtra Circle came forward for holding next CWC at Shirdi. CWC welcomed their decision and authorized GS to take decision at appropriate time

After a very long gap, next Four Monthly meeting with Chief PMG is proposed to be held during 1st or 2nd week of Jan 2011. The exact Dt will be intimated by CO in due course. The last Dt fixed by CO for receipt of Subjects is on or before 21.12.10. Hence all Comrades are requested to suggest Subjects to be discussed with Chief PMG thro Phone / SMS / e mail. The Subjects should be of Common nature and not of any individual case. It is proposed by our CS to send the Subjects to Chief PMG on 22.12.10. Pl act fast.

Dear Comrades,                                                                                                                               
In the Dte. letters No. 4-17/2008-SPB-II dated 22.11.2010 and 25.11.2010, it was very clearly mentioned that “to introduce a separate cadre of Postmasters by carving out the posts from existing general line posts”. But in contrary to Dte. orders, in our Circle 18 numbers of HSG-1 IPO line posts have been carved out for creation of Postmaster cadre Grade-III. Only in TN such posts have been carved out and in other circles they did it as per the directions of the Directorate i.e., the IPO line posts were untouched. This was strongly objected and debated in CWC at Ambaji and the GS was asked to take up the issue with our Directorate immediately or to get a stay in the court and he also assured to do this. If this is not done at Dte. it was decided to get stay by the Circle Association at CAT, Chennai.

As assured by the GS, due to the pressure given by him at the Directorate, it is reliably learnt that the Dte has issued directions to TN Circle to re-identify some other general line posts for creation of Postmaster cadre Grade-III and the process of re-identifying is going on now.

This is the achievement / result of timely action taken by our TN Circle Association and the unity and support shown by our members. The Association thanks Shri. Ponnaiah, Praveen, S. Murugan, Subbaiah, Mahes,  Nithya, T.S. Ragunath and many other comrades for offering their valuable suggestions in this connection which was much helpful in placing our views at the Ambaji CWC.

01. To submit a fresh proposal for upgradation of GP of IP from Rs.4200 to Rs.4600.

03. To put pressure on Dte to raise the Invigilation Honorarium by giving an ultimatum. If not it is decided then not to attend such duties on Sundays & Holidays.

05. Many other long pending / new issues were discussed.

01. Shri.Ponnaiah : 
We may please read the Order No 4-17/2008-SPB-II dt 22.11.2010 and further order No 13-2/2010-PE-I dt 25.11.2010. In the first one in para 5.1 it is clearly stated that "..... carving out the cadre from the existing General Line Cadre Posts in Postal Wing and PS Gr 'B'." and in the second one in the first para also read "..... from the existing General Line Cadre Posts" only given. Then how comes the situation of taking the HSG I Posts of IPO Line into consideration. Our Association should highlight this and fight for it or else we will lose our posts.

02. Shri.Praveen : 
THE ASP CADRE HAS NOW GIVEN GAZETTED RANK AND ALL OF US ARE ENJOYING THE SAME. THE POSTMASTER CADRE IS NON-GAZETTED. HOW YOU ARE ALL EXPECT TO GET A NON GAZETTED RANK POST BY PREVAILING THE GAZETTED RANK. KINDLY THINK OF IT AND DECIDE.

03. Shri.S.Murugan, ASP, OD, Tuticorin Dn : 
Dear CS, The newly created Postmaster cadre is neither IPO line nor General line.But it is mainly for the benefit of general line people.So posts for this new cadre should be carved only from the cadre posts for which it formulated.Please insist vehemently. S.Murugan ASP OD Tuticorin.

04. Shri.Subbiah : 
Posts for posmaters cadre should be carved only from General line and not from IPO line.Insist DOP.

Imp : Creation of Postmaster Cadre

01. In continuation of earlier Post, the following additional information is published.
The breakup details of IP / ASP posts in TN Circle

It means, NO Postmaster post for ASPs in TN Circle.

02. The valuable comments posted by our Members is follows : 

Shri.Mahes :
15. Postmaster cadre:- i. 33% of IP line posts were taken for direct rect(2004) but we are striving for Grade payRs.4600/- similarly , 6% is for general line but now 25% has been taken for postmaster .Again general line will take 6% seats for PSS-GR-B.
ii. IP, 5 years eligible for PSS-GR-B but IP, 6 years for Sr. Postmaster.
iii. ASP (HSG-I ) posts will be taken for the postmaster cadre.
iv. Postmaster cadre cannot come to Administrative line then why combine gradation list?
v. It is suggested, as some seats are reserved from LSG-HSG posts for postmaster cadre, likewise 6% of PSS-GR-B seats should be identified as Sr. Postmaster to be manned by postmaster cadre and stop 6% examination quota for general line.
vi. Why time related promotion for PM cadre like 5+6+2? Where as in our case vacancy related then MACP has no value for PM cadre.
vii. Exam pattern easier for LSG ,if one passed for LSG after 5 years than after 10 years he will get 4200/- and after 6 years 4600/- than why one should appear IP exam as he cannot get 4600/- after 16 years of service appearing a difficult exam for 24 hours duty.
viii. On the date of notification dated 09 Nov 2010, no Postmaster cadre completed 5 years of HSG-II and two years of HSG-I regular service than how will they work out to fill 25% seats for them?

Shri. T S Raghunath ASP TVL Sub Dn :
Early, PSS Gr B was given only for General Line. Later we got a share. Now Postmasters cadre. We are in a sorry state of affairs. There are two options, which I feel,
a) All the ASP HQ or ASP OD of each division to be identified as PSS Gr B. Our ASPs, who got MACP III GP Rs.4800 should get GP 5400 on completion of 4 years.
b) All our cadre people should desist writing Gr B exam unless we are treated with proper promotion avenues. If PSS Gr B exam is to be conducted all the 25% should be allotted IP cadre only. 9% general line quota to be abolished since they get Postmaster cadre. A wide range of discussion is needed on this issue. Now our langotti is robed while we are dreaming of a Dhoti ?

Minutes of CWC - Yercaud on 29.10.10.

Dear Comrades,

As scheduled, the Circle Working Committee (CWC) meeting of our AIAIPASP Association was held at Yercaud (Salem – TN) on 29th October 2010. During the CWC, the following subjects were taken for discussion and decisions were taken unanimously. The Circle Secretary has been directed to take up the matters / decisions to the authorities concerned.

i.          Examination Invigilation duty :            

            The Examination Invigilation duties are mostly done by us on Sundays and Holidays. As the honorarium paid for attending such Invigilation duties is very meager, a decision was taken in this CWC to represent to the CPMG, to exclude our IP / ASP cadre from such Invigilation / Squad duties, during Sundays & Holidays.

If duties are assigned, all IPs / ASPs will attend the Invigilation duties, but they will not take the honorarium sanctioned at the existing rates.

Action Taken : Accordingly the CS has submitted a letter to Chief PMG on 01.11.2010 and copies were sent to all the Regional PMsG. However, the comrades are further requested to attend the Invigilation duties, if they are assigned, but not to take the honorarium sanctioned.

ii.          IO / PO Honorarium :  

a). No uniform honorarium is paid in our Circle. Some IPs / ASPs are well paid and for others are getting very meager amount as Rs. 250 or Rs. 500 etc. Even though orders are very clear, but no uniformity is followed in our Circle. Even for such meager amount, the Daily Order Sheets and Depositions are demanded in some Regions, while submitting the Honorarium Bills. This will be taken up with our Chief PMG.

b). Imparting Training on Inquiry Officer / Presenting Officer to the newly recruited IPs and even for Seniors who were not trained. This will be taken up with our Chief PMG. 

iii.         Road mileage :           

            There is no restriction in FR / SR for claiming of Road mileage by the Inspectorial staff. Mode of travel is at the discretion of the travelling Officer. Vide letters No. ESB/122-7/95 dated 21.03.96 and letter No. APA/56-1/99 Rlgs dated 31.10.2007 of Chief PMG, Road mileage can be claimed up to 200 km & 100 Km, in r/o tours and local journeys, respectively.  But many Divisional Heads refused to grant eligible Scooter mileage or restricting to their convenience, stating that :
-          It is their discretionary powers.
-          Merit of the case &
-          The nature of the work performed.
This was already discussed during last Four-monthly meeting with Chief PMG also. Again, this will be taken up with our Chief PMG not to impose any restrictions in granting Scooter mileage and to instruct all the Divisional Heads to follow the rules, throughout the Circle. 

iv.         Merger of IRM / ASRM Association with our IP / ASP Association :

            Being an All India Issue, the merger has to be taken up with our CHQ and the Circle Association has no role to play in the merger. However this CWC wholeheartedly welcome the members of IRM / ASRM Association of TN Circle to join our IP / ASP Association, without any precondition and by paying six-months subscription in advance, as per our constitution.  The willing IRM / ASRM members are requested to contact the CS, for further action.

v.         Building Fund : 

            This CWC has deposed faith on the body and authorized the CS to purchase a site at Yercaud (Salem – TN), after obtaining the Legal opinion & other pre-formalities. The CWC members visited and inspected few sites identified by the CS and expressed their satisfaction.

Action:             The process of getting legal opinion is in progress and the site will be purchased shortly. 

vi.         Appointing authority to Postman cadre :

            Of late, some of the Divisional Heads in our Circle are issuing the appointment orders to the GDSs, promoted as Postman, directly appointing them as Postman in the HOs / SOs in the Sub Divisions, which are under the control of Sub Divisional Heads. As per the Rulings on the subject, they have to be initially allotted to the Sub Divisions and then the SAAs concerned will order the place of posting. But this is not strictly adhered by some of the Divisional Heads. If the Divisional Heads are directly issuing the appointment orders to the GDSs, promoted as Postman, then what is the need for maintaining the CRs, PFs at the Sub Divisions? Considering the increasing work load at the Sub Divisions and non availability of any sort of assistance, even the leave sanctioning power can be given to the Divisional Head, along with the maintenance of CRs/PFs.

The CWC has directed the CS to take up the matter with Chief PMG and to confirm the correct Rulings / Procedure.

vii.        Delivery of free Text Books :

            During last year, lots of problems were faced by the IPs / ASPs in delivering the free Textbooks.  We, the IPs / ASPs, being the middle level Managers, could not go to the bottom level in bargaining with the Fleet owners, Coolies for loading / unloading and even with the staff of the Text Book Corporation.  Many of the IPs / ASPs have expressed their untold sufferings in carrying out this task and many of us have worked even in the late night hours. Many of us have spent their own money.

One of the Divisional Head in Western Region has directed the IPs / ASPs in his Division to refund the excess expenditure incurred by them. Even an ASP has been directed to refund a sum of Rs. 22,346. On the other hand, most of the Divisional Heads in Western Region have charged the actual expenditure incurred by the IPs / ASPs in their Divisions and the same were approved by the Regional PMG.

Further, considering the revenue generated in this task, we are not against this work, but the IPs / ASPs cadre should not be degraded by entrusting laborious work. This CWC has directed the CS to take up the matter with the Chief PMG and ensure that:
-          No amount is recovered from IP / ASP cadre, in this regard.
-          The IP / ASP will do only the monitoring work as defined.
-          The nature of duties assigned to the IP / ASP in this task, may be enlightened specifically.
-          The Fleet, Foolies for loading/unloading should be fixed by the Administration and not by the IP/ASP.

viii.       PSI :

            Discussions, in depth, in connection with affiliation of PSI with our IP / ASP Association took place.  Mostly all the members expressed their unhappiness about the functioning of PSI with our Association and raised many questions:
-          What is the need for affiliating PSI with us?
-          Whether our IP / ASP Association is affiliated to PSI?
-          If yes, who has done it & under what authority?
-          Is any quota is paid to PSI, either from Circle or from CHQ?
-          Is there any monetary benefit from PSI to our IP / ASP Association, so far?
-          Many a times, meetings & workshops are conducted in our Circle, even without the knowledge of the CS or to any of the CWC members or local IPs / ASPs. Why? 
-          Repeatedly, only particular IPs / ASPs have flown to Foreign Fountries and visited many places in India. How and Who have nominated them?

As the above questions remain unanswered, this CWC unanimously decided to take action to de-link the affiliation of our Association with PSI. The CS has been directed by the CWC to take up this matter with GS at CHQ and with the concerned spokesman of PSI. 

The CWC discussions / decisions held at Yercaud (Salem –TN) on 29.10.2010 are published in to the website, for information to all the members of our Association. The action taken by the CS will also be published in to the website, then and there, in due course.

Exclusion from Invigilattion duties

Sub:     Excluding our IP/ASP cadre from exam invigilation duties due to payment of meager honorarium – reg.

Ref :     The resolution passed in the Circle Working Committee Meeting held at Yarcaud on 29th October 2010.

The examination process for recruitment of PAs/SAs is under way and our IP/ASP staff will be asked to perform the invigilator/supervisory duties. The examination work is an arduous nature of duty and assigned in addition to ones own work. Mostly the IPs/ASPs are called on Sundays/Holidays for invigilation duty. The IPs & ASPs engaged for such examination duty are being paid honorarium, @ Rs. 20 for a single session and Rs. 40 for a full day.  Paying such a small amount in the name of honorarium is nothing but degrading this cadre. As such the members of this Association are reluctant to perform the examination duties and have some resentment over the issue.

The existing honorarium is fixed during 1972 i.e., nearly four decades ago and the amount being paid is very meager and it is not at all sufficient to compensate, even the traveling expenses. Many times this issue was brought to the notice of the administration but we are sorry to say that it did not evoke any response, which is demoralizing us. A lot of pressure is gradually mounting on members our Association to take up agitational programme.  

            In these circumstances and with the views of all our members, it is decided in the Circle Working Committee meeting of this Association held at Yercaud (Salem) on 29.10.2010 and a resolution has also been passed, to stay away from any such examination invigilation/squad duties on Sundays and holidays. We request your goodself, kindly to EXCLUDE our IP/ASP cadre from invigilation/squad duties.

Interest of AIRASIA to join AIAIPASP

Dear comrades,

      It is reliably learnt that, in the recent GB of IRM / ASRM Association held at Chennai on 07.10.2010, they have deceided to merge their association without any pre-condition, with our AIAIPASP Association. 
A team of convenors have also been formed by them for this purpose, to have a talk with CS and other office bearers of our Association. 
On 08.10.10, Shri. P. Sairam, ASRM, Coimbatore, one of the convenor, contacted me over phone and discussed this issue.  

     Views / Comments of our members are Welcomed about this matter which will be discussed in the proposed CWC to be held at Yercaud on 29.10.2010.

Respected Madam,

            This is regarding delay in implementation of 3rd MACP scheme to the members of our Association.

            Few of our IPs/ASPs who are working in Circle Office and units under Circle Office are due for benefits under 3rd MACP scheme. But the orders are yet to be issued by Circle Office, and it is delayed at Circle Office for some or other reasons. It is learnt that the file is kept pending since April 2010. It is brought to the kind notice of the benign CPMG Madam that all the regions in our Circle have implemented this 3rd MACP scheme to our members, already, except Circle Office and other units in Chennai.

Some of our members who are now eligible for this 3rd MACP are due for PSS Group B regular promotion, very soon, and their CRs have already been sent & under process now.  If they decline this promotion, due to their family circumstances or otherwise, they will certainly loose the benefits of 3rd MACP scheme, which is a heavy financial loss to our members. 

Hence, we kindly request our benign CPMG to intervene and do the needful, early please.

Membership Verification 2010

                                               GOOD NEWS


Postal Directorate vide letter no. 13/01/2010-SR dated 22-09-2010 has declared results of verification process 2010 under Recognition of Service Associations under CCS( RSA) Rules-1993.

Our association i.e. ALL INDIA ASSOCIATION OF INSPECTORS & ASSISTANT SUPERINTENDENTS POSTS has been recognized in the Department of Posts for a period of five years.

All India RMS Assistant Superintendents & Inspectors Association has failed to secure 15% membership and it has not been recognized by the Department of Posts.

All Members are congratulated on this occassion for showing their unity and support to our Association.

Dear Comrades,

It is informed by our GS through our CS that willing ASPs/IPs (at least 2) are required at Directorate for compiling All India IP/ASP seniority list. The period of stay at Directorate will be for 2 to 3 months.

Willing ASPs/IPs are requested to contact our CS in this regard immediately, please. 
Preference will be given to ASPs.
