Assault on our senior ASP Sri P.Krishnamoorthy on implementing the orders of Administration

On 27-08-2013 Sri P.Krishnamoorthy one of our senior most ASP working in Chennai GPO was on active work in implementing the orders of the high level Administrative decision on delivery system in GPO. He was gheroed by a group of staff and brutally attacked on duty by a miscreant delivery staff in the broad day light. The cadre of IP/ASP is the last end of Administration facing the operative force in implementing all the schemes and orders of the Department. Therefore it is inevitable for them to face critical circumstances. But physical attack on the ASP is a bad culture and violent behavior emanated recently among a section of staff. This should be curbed in the bud itself.  Our AIAIPASP strongly condemn this incident. Our benign officers are well aware of the consequences on spreading of such incidents in this department. As such it is most kindly requested to take a very strong action on the culprit so as to teach a lesson for the like minded culprits in this Department. HONOR to an ASP rendered 35 years of service

          Our senior most ASP Sri Sundararaj was relieved from the post of ASP Melur Sub division before completion of one year service in the post and directed to join as ASPOs, Devakottai Sub Division in the interest of service vide PMG SR General transfer order 2013. But the CAT, Chennai has already issued a stay order for the relief existing ASPOs Devakottai Sub division in the interest of Justice. As there is a stay order, Sri Sundararaj ASP could not join in the transferred post. This resulted in to a compulsory waiting of the officer. This Association and  Sri Sundararaj have represented this critical position to Regional Administration and prayed for an alternate vacant Post. The request of us is totally ignored by the administration. At last this Association has no other way and walked out from the Bi-monthly meeting held at RO Madurai on 17-07-2013 to register our protest to the injustice. Now the ASP is daily reporting to RO Madurai and sitting idle without any work. The drawl of his pay and allowance for this period is also in question.

There is always a slogan from our administration about optimum utilization of manpower and insist to use positive stroke which is pleasurable and tend to encourage growth.

Why all these are not followed by our respectful officers in the case our ASP?

          It is really pitiable to note that the ensuing years would be with more such bad treatment on our cadre. Our members should always be ready to challenge such injustice legally.

Letter to Secretary (Posts) i/c/w Rule 38 transfer cases of suplus IPs to Tamil Nadu Circle

Subject:   Request to accommodate the surplus qualified Inspector Posts of Tamilnadu Circle working in Gujarat Circle in the Home Circle-reg. 

Respected Madam, 

          The IP/ASP Association would like to invite your kind attention to this Associations letter of even number dated 25th October, 2012 regarding re-allotment of the surplus qualified Tamil Nadu Circle Inspector Posts (IPs) working in other circles. As per the scheme 45 IPs from Tamil Nadu Circle were allotted to other circles. Conveniently most of the IPs from Rajasthan, Uttar Pradesh, Chattisgarh, Haryana and Kerala circle have already been re-allotted to Tamil Nadu Circle whereas remaining 8 IPs are still working in Gujarat circle, far from their families having language and other similar placed problems. It is noteworthy to mention that the candidates who have qualified in the subsequent year under the surplus candidates have been allotted to the same circle in many parts of the country, but those candidates allotted to various other circles during 2007 to 2009 are denied to revert back to their parent circle. 

          Even though the scheme of surplus qualified candidates of IP examination has been discontinued from 2011 vide Directorate letter No. A-34020/01/2007-DE dated 21/7/2011, the sufferings of surplus IPs of Tamil Nadu Circle is still continuing and affecting the most.  

          This Association would like to further bring to your kind notice that, at present good number of IP posts are vacant in Tamil Nadu Circle. Many a Postal Sub Divisions are vacant and managed by additional charge. The existing IPs in Tamil Nadu circle have already been over burdened and holding the additional charge of neighbouring Sub Divisions since years together would put them under more stress and pain. 

          We have already taken up the issue of following candidates with Directorate for their transfer to Tamil Nadu Circle vide dated 6/4/2013, 15/4/2013,  29/4/2013 and it was intimated that last year Gujarat Circle has appointed 16 IPs and this year 32 new IPs joined on 29/4/2013. It is learnt that this year Gujarat Circle has communicated NIL vacancy for LDCE for promotion to the IP cadre to be held on 7th and 8th September, 2013. Hence, there is sufficient number of IPs in Gujarat Circle and other hand there is acute shortage of IPs in Tamil Nadu Circle.

  It is also bring to your kind notice that, Directorate vide their memo No. A-141-177/2009-SPB-II dated 14th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV.  In the said memo it has stated that CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual. All the IPs has already completed their probation period very successfully and effectively. And in other hand their juniors posted in other circles have already got transferred to their home circle i.e Tamil Nadu.      

  

         In view of above submissions your kind honour is requested to issue necessary instructions to Chief Postmasters General, Gujarat Circle and Tamil Nadu Circle to consider transfers of above named IPs under Rule 38 to their parent circle, as Tamil Nadu circle have sufficient vacancies to adjust them.
