Minutes of the Bi-monthly Meeting of PMG Western Region with Association held on 16-05-13

1.       Request to Pass the TA/DA Bills of IP/ASP in the revised rate

The cost of living is considerably increased due to steep raise of the essential commodities especially the food stuff. As IP/ASPs are always on tour they are not able to bear the tour expenses within the pre revised DA rates. Further most of their tours are in rural area and they find it very difficult to produce the food bills for claiming the revised DA. So it is kindly requested to pass their TA bills in the revised rate of DA on self declaration for food bill.

Reply:- CO has issued orders vide letter No APB/FM-1/2013 dated 26-02-2013 that where obtaining of receipts is impossible, a certificate in respect of expenditure incurred on account of food bills may be furnished. This has been communicated to divisions for guidance  (I/C)

2.        Grant of RPLI incentive to Sub divisional heads for processing the Application

          The 10% incentive entitled to the Sub divisional heads for processing the RPLI applications are being stopped for the past two years. Sub divisional heads work load has been increased abnormally due to this additional work. Apart from processing the application the Sub divisional heads are the key persons in marketing the product of insurance. Hence it is kindly requested to restore the 10% incentive at once.

Reply:- Orders have been received from Directorate vide letter No 26-02/2009 dated 16-01-2013 that all Sub divisional heads are eligible for 10% incentive, but limited to only first year premium income commission earned by GDS. Further this order would be effective from 18-09-2009. This has been communicated to Diviosions for guidance.  (I/C)

Respected CPMG Madam,

                     Sub: Request for cancellation of punishment transfer orders issued in Southern   
                                  Region in  Tamilnadu Circle Reg                                                               

The IP/ASP Association intends to bring to your kind notice the Sufferings of the IP/ASP cadre in Southern Region, Tamilnadu Circle before the CPMG for favour of remedial action.
           
            Generally the Postal Inspectors and ASPOs are rarely praised up to the end of March to achieve the targets in all fields. During the month of April, they are targeted and transferred to faraway places in the name of ‘interest of service’ before completing their tenure.
           
            One ASP in Southern Region was praised for achievement in RPLI business by the Regional Administration but he was transferred for not achieving targeted BPL (Below Poverty Line) SB accounts. Some of the districts in Southern Region are drought prone areas. It may not successful in achieving the targets in some fields in these drought prone areas.
           
            All Pilot Projects are invariably implemented in Tamilnadu Circle and more targets are allotted to the IP/ASP cadre in Tamil Nadu than any other Circle. All IPs/ASPOs are working hard to achieve their targets in all fields. Southern Region is always ranking high in all fields.  Yet, IPs/ASPOs in South Region are victimized in the name of not achieving the specified targets.
           
            Recently Rotational transfers are ordered in Southern Region without following the RT guidelines. The vacancies are not notified and the willingness from the officials was also not called for. Many officials are transferred to faraway places before completion of their tenure. Their representations are not considered stating that they have not achieved the target. Nowhere in the country such punishment transfer is ordered for not achieving the target.  It really demoralizes the cadre in this circle. It is humbly submitted that IPs/ASPOs working in Southern Region are also having families with aged parents and children.
           
            Hence it is most kindly requested that the recently issued vindictive punishment transfer orders before completing their tenure may kindly be cancelled and welfare of the IPs/ ASPOs in Southern Region, Tamilnadu Circle may kindly be protected.

       functional basis,  after 4 years of regular service in the Grade Pay of Rs 4800.

                   C, dated 29.08.08 published in Gazette of India: Extraordinary Part I-Sec. I

On the recommendations of 6th Pay Commission and as accepted by the Government vide para.1(x) (e) of GOI, Ministry of Finance’s Resolution dated 29.08.2008 and as published in the Govt. of India Gazette, the Group ‘B’ officers of Departments of Posts, Revenue, etc. are granted Grade Pay of Rs 5400 in PB-2, on non-functional basis, after 4 years of regular service in the Grade Pay of Rs 4800 in PB-2. The above resolution clearly specifies that when an officer completes four years of regular service in the grade pay of 4,800/- is eligible to get grade pay of Rs.5,400/-.

I have been placed to the Grade Pay of Rs. 4800 in Pay Band-2 w.e.f. 01.09.2008 and since then I have completed 4 years of regular service.

I therefore request you to kindly issue orders for placing me in the Grade Pay of Rs. 5400/- in PB-2 on non-functional basis w.e.f. 01-09-2012 at the earliest.

CAT case reg Sr PM Exam - updates

OA No. 1328/HR/2011 filed jointly by Punjab and Haryana Circle at Hon'ble CAT Bench at Chandigarh for the following reliefs was adjourned to 16/5/2013;

1. Quash the letter dated 3.10.2011 by which Limited Departmental Examination for Promotion to the cadre of Sr. Postmaster(Gazetted) has been ordered to be held on 31.12.2011 which is against the Department of Posts, Postal Supdts/Postmaster Group B Recruitment Rules, 1987 as amended from time to time as there is no vacant post in the quota prescribed under the rules as detailed in the preceding paras.

2. Quash the letter dated 29.11.2011 by which the applicants have been informed that ASPs are not eligible for appearing in the examination.

3. Quash the Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade ‘III and II-Group B non-Gazetted) and Postmaster (Grade I-Group C Non-Gazetted) Recruitment Rules, 2010, i.e Postmasters Cadre Rules, 2010 run contrary to the Postal Services Postmaster Group B Rules, 1987 as amended from time to time, as the quota of the Inspector Line, has also been reduced from 19% and 75% by carving out the posts. 
4. Issue direction to the respondents to consider the case of the members of the applicant No. 1 Union and other applicants for promotion under these rules of 1987 in their quota and promote them from due date with all the consequential benefits and it be declared that the bifurcation of quota now carried out by the respondents is illegal, arbitrary and bereft of any discernible principle.
5. Any other order or direction deemed fit and proper in the facts and circumstances of the case may also kindly be issued in favour of the applicants.

Respected Madam,

          This Association would like to bring to your kind notice that Directorate vide memo No. 9-23/2012-SPG dated 28/12/2012 has issued promotion and postings in Postal Service Group “B” cadre for the vacancy year 2012-13 for 210 officers and again unexpectedly list of 6 officers was issued on 5/3/2013. It may be seen from file at Directorate that, this Association had issued series of letters for timely convening of DPC for the promotion to PS Gr. B cadre but every year DPC for promotion to PS Gr. B cadre was delayed for one or other reasons thereby effecting efficiency of the department.

Directorate while sensing worsening position of PS Group ‘B’ cadre in Punjab and Karnataka and to cope up with the shortage problem, favourably issued repatriation/re-allotment orders of some of the PS Group “B” officers against future vacancies arising upto 31/3/2013. During the course of informal meeting with Hon’ble Secretary (Posts) on 6/2/2013 this vital and appreciable issue was discussed in detail citing the worsening position of Tamil Nadu circle occurred due to enblock promotion in PS Group “B” through LDCE. It was assured by your honour that the officers who have completed one year service will be repatriated to their home circle against the existing vacancies. Despite bringing this fact to the notice of Directorate vide letter of even number dated 1/3/2013, nothing has been heard till date what to say of repatriation before completing one year.

Madam, you will agree that a large number of STS/JTS vacancies are lying vacant in Circles since long and PS Group “B” officers are officiating against these posts creating resultant vacancies in Group “B” in circles and imbalance thereof upto ASP/IP level affecting timely promotion in each cadre. Only repatriation can minimise the imbalance occurring in the circles and bring respite to the affected persons. It is pertinent to mention here that hitherto General line officials promoted through LDCE have been given same Circle for the last two years ignoring the right of IP Cadre promotees who always have had acted as a part of Administration shouldering the responsibilities for implementation of Govt policies and discharged them at all cost. Punjab and Andhra Pradesh Circle are set examples of this discrimination. Resultantly, immense hard work of 25 years in IP Cadre could not bring any solace in one’s career progression and our members are left to join at a distant place or forced through backdoor to give refusals and to work in IP/ASP cadre only. In this way, discrimination has been handed over to our members being no fault of them.

It is understood that Directorate vide letter No. 9-11/2013-SPG dated 15.02.2013 had issued directions to circles for completion of joining process of promotion ordered by targeted date 28.12.2012 and submission of vacancy reports by 8/3/2013. The exercise has since been completed now. It is therefore once again requested to kindly look into this matter sympathetically and cause issue of repatriation orders at the earliest.

Sub: Withdrawing Mail Overseers from Sub Divisions by PMG Central Region   
        Kochi. 

Respected Madam,

          Circle Secretary of IPASP Association Kerala branch has informed that PMG Central Region Kochi (Kerala) have issued unilateral orders for withdrawal of Mail Overseers from various Sub Divisions on the plea that they are to be used for improving delivery. As per information available one MO each has been withdrawn from Cherthala, Kayamkulam, Thrissur and Changanassery Sub Divisions and both Mail Overseers have been withdrawn from Tripunithura, Kochi and Ernakulam Sub Divisions.

          This Association would like to bring your kind notice that the duties of Mail Overseers are broadly elaborated in Rule 343 to 355 of Postal Manual Vol. VIII and according to that only the post of mail Overseers are attached to Sub Divisions. You would be agree that, now a day’s work load of Mail Overseers has indeed increased manifold consequent upon introduction of RPLI / MGNREGS / Opening of new Savings accounts in BOs / Sale of BD products and escort of cash remittance for quick payment of MGNERGS etc.

Besides, Mail Overseers are also allotted quarterly verification work to curb frauds etc. Withdrawal of Mail Overseers from Sub Divisions would means giving open invitation to frauds at B.O. level. But PMG Central Region Kochi has taken unilateral decision at his own level and withdrawn the post of Mail Overseers from Sub Divisions that too without going through the veracity of events and carrying our any review.

             It is therefore requested to your kind honour to intervene in the matter and issue instructions to PMG Central Region Kochi to restore the orders of withdrawal of Mail Overseers from Sub Divisions immediately else our members should not be held responsible for any act of misdeed on the part of GDSs.
