It is strange to notice that such kind of letter as referred to above(a copy of which is enclosed for ready reference) was issued by the Director, Southern Region, Madurai stipulating motives and sweeping charges against our cadre only.
All are aware that there is no total prohibition in Tamilnadu and consuming liquor is not a sin or crime as per the belief of people who consume drinks. Some consumes it as medicine prescribed by the doctor and others for their pleasure. This is the universal procedure accepted by everyone as this is the case pointing out a particular cadre for commitment of this act and generalizing and accusing as if all IPs and ASPs in Southern Region are habituated to this practice. This view strongly hurts the sentiments of our cadre. Instead of taking action against the erring official, sending such kind of common circular deserves strong condemnation. Such kind of sweeping accusation against a particular cadre shows biased mind of the administration against this cadre. This kind of act will in no way enhance the dignity of administration but only demoralize the cadre and lose hope of protecting the sincere and loyal workers. This Association strongly condemns the attitude of the administration and request to withdraw the said letter immediately. If no positive action is taken, the regional administration cannot expect any cooperation from our members in future and the Association will be forced to take-up the appropriate trade union action.

I request you to kindly go through the attached communication No.DPS/Misc/09 dated 09.01.2010 issued by DPS, Southern Region, Madurai to all Divisional/Sub Divisional Heads in Southern Region.
All IPs and ASPs feel that it is a direct assault on the cadre of Inspectors and Assistant Superintendent Posts and only reveals the mind of the author to belittle the cadre before the operative staff rather than find solution to unhealthy situations through reformative process. The cadre of Inspector Posts, known for its knowledge of rules and regulations, knows very well the meaning of Rule 22 of CCS (Conduct) Rules, 1964 and its implications.
The all pervading retail “Arrack shops” run by TASMAC is a menace not only to the Department but also the family dependent on the official. If any higher officer regularly visits any Post Office, he would understand the practical situations and how the officers at supervisory level struggle to maintain command and control over field staff.
It would not be out of place to mention here that there are several officers in JAG and SAG level in Department of Posts who share their evenings and rest hours with IMFL in the company of IPs and ASPs, the cost of such entertainment being borne by the respective IPs and ASPs. Sometimes, IP/ASPs are forced to supply liquor to higher officers. We also hear that the DPS, Southern Region demands especially non-vegetarian food from Divisional heads and IPs and ASPs for himself and also for those accompanying him. This Association believes that it would be wrong to generalize such individual acts and we have therefore refrained from taking any steps to high light such individual aberrations.

The present circular casts a slur on the image on the cadre. Tamilnadu is the only Circle where large number of women have chosen to serve as Inspectors and there can be no doubt that these Inspectors and ASPs command good respect and support from field staff. By generalizing an individual act, an attempt is being made to malign the character of the entire cadre. More particularly,as it applies to women IPs and ASPs also, it tantamounts to direct sexual harassment of women IPs and ASPs in the strict sense of the term. .
The IPs and ASPs in Southern Region are being ill treated by the DPS, Southern Region by compelling them to perform odd jobs and indirect favours unconnected with the official work. We learn that he is forcing IPs/ASPs to do his personal work and also the personal work of his relatives/friends visiting Tamilnadu on sight-seeing trip. The Inspection vehicles of Divisions are forcibly misused by him and his visiting friends and relatives. The IQs/Holiday Homes in the Region meant for officers and staff of Department are always reserved for his friends/relatives.
The circular, obviously issued to malign the cadre has totally demoralized the entire cadre. This is the only cadre which works hard, day and night without proper infrastructure and supporting staff. IPs and ASPs do not sit in A/C comfort and enjoy higher pay and perks. Even legitimate grade pay is being denied to this cadre. While all other Departments have settled the anomalies, the Department of Posts is yet to study the anomalies relating to this cadre. Still the IPs and ASPs are putting in their best. The circular is therefore provocative in nature, obviously done to derive undue benefits under duress.
This Association does always believe in maintaining good relationship with administration. A solitary act has to be dealt with as such and generalization is bound to have a deleterious effect and harm the good relationship with the Administration. The IPs and ASPs are bound to be looked down upon by such uncharitable generalized observations. This Association therefore demands that this objectionable circular should be withdrawn immediately in the interest of the entire cadre and also the administration at Divisional level. This alone would pave way for assuaging the hurt feelings of this cadre and reassure them to give their best even in adverse situations. We believe that the Circle Administration would do the needful.

IP Grade Pay

General Secretary was invited for holding discussion on the issue of revision of Grade Pay to IPs from Rs. 4200/- to Rs.4600/- . General Secretary along with Shri S.Ravi CHQ Treasurer and Shri Hari Prasad, former Circle Secretary, Rajasthan Circle participated in the discussion on 04.01.2010. Shri A.K.Sharma DDG (Est) and Shri Rameshwar Rao ADG (Est) represented the Department.
It was argued by the Dept. that IPs were not on the pre-revised pay scale of Rs.6500-10500 as on 1.1.2006. But it was rebutted and made it clear by us that IPs were on Rs.6500/- as on 1.1.2006. Their pay scale was revised, pay fixation done and arrears also drawn as on 1.1.2006. Hence IPs are eligible for revision of Grade Pay as per the orders of MoF memo. Dt. 13.11.2009. It was accepted by the Dept.
Then it was stressed by the Dept. that as per the orders of MoF memo. Dt 13.11.2009 the post of IP and ASP should be merged. Also the Dept. putforth an alternative suggestion of merger of ASP with P.S.Gr. “B”. But we strongly objected to it. We argued that there are only 2 categories in this cadre and if these two posts are merged then our promotional avenue will be closed for ever. Further ASP is a Gazetted cadre which cannot be merged with non-gazetted post of IP which amount to de-promotion. At present an IP will get his promotion to ASP after 10 years of service in IP cadre. Then he has to wait for another 18 years as ASP to get his promotion to P.S. Gr. “B”. If merger is accepted an IP has to wait for a minimum of 25 years to get his next promotion to P.S. Gr. “B”. In other cadres there are so many stages for promotion and they enjoy the benefit of increment in every stage. Such opportunity should be available for IPs also. At present an IP hardly reach P.S. Gr “B”. Many of us retire as ASP only. A few people reach P.S. Gr. “B”. That too they retire before getting non-functional Grade Pay of Rs. 5400/-. Hence it is not acceptable the merger proposal which is detrimental to our promotion. The Dept. side was then convinced and agreed to our following demands.
1. Upgradation of Grade Pay of IP from Rs.4200/- to Rs. 4600/-.
2. Upgradation of Grade Pay ofASP from Rs.4600/- to Rs. 4800/-.
3. Upgradation of Grade Pay of PS Gr. “B” from Rs.4800/- to Rs. 5400
With these recommendations the file is moving to MoF for concurrence. I also met Secretary (Posts) and Member (P) on 04.01.2010 and discussed the issue and they are in favour of us. The progress is being closely monitored.

It was argued by the Dept. that IPs were not on the pre-revised pay scale of Rs.6500-10500 as on 1.1.2006. But it was rebutted and made it clear by us that IPs were on Rs.6500/- as on 1.1.2006. Their pay scale was revised, pay fixation done and arrears also drawn as on 1.1.2006. Hence IPs are eligible for revision of Grade Pay as per the orders of MoF memo. Dt. 13.11.2009. It was accepted by the Dept.
Then it was stressed by the Dept. that as per the orders of MoF memo. Dt 13.11.2009 the post of IP and ASP should be merged. Also the Dept. putforth an alternative suggestion of merger of ASP with P.S.Gr. “B”. But we strongly objected to it. We argued that there are only 2 categories in this cadre and if these two posts are merged then our promotional avenue will be closed for ever. Further ASP is a Gazetted cadre which cannot be merged with non-gazetted post of IP which amount to de-promotion. At present an IP will get his promotion to ASP after 10 years of service in IP cadre. Then he has to wait for another 18 years as ASP to get his promotion to P.S. Gr. “B”. If merger is accepted an IP has to wait for a minimum of 25 years to get his next promotion to P.S. Gr. “B”. In other cadres there are so many stages for promotion and they enjoy the benefit of increment in every stage. Such opportunity should be available for IPs also. At present an IP hardly reach P.S. Gr “B”. Many of us retire as ASP only. A few people reach P.S. Gr. “B”. That too they retire before getting non-functional Grade Pay of Rs. 5400/-. Hence it is not acceptable the merger proposal which is detrimental to our promotion. The Dept. side was then convinced and agreed to our following demands.
1. Upgradation of Grade Pay of IP from Rs.4200/- to Rs. 4600/-.
2. Upgradation of Grade Pay ofASP from Rs.4600/- to Rs. 4800/-.
3. Upgradation of Grade Pay of PS Gr. “B” from Rs.4800/- to Rs. 5400
With these recommendations the file is moving to MoF for concurrence. I also met Secretary (Posts) and Member (P) on 04.01.2010 and discussed the issue and they are in favour of us. The progress is being closely monitored.

involving air travel in the sectors like Delhi - Leh, Delhi - Srinagar, Jaipur -Goa, ChennailCalcutta - Port Blair etc., the question of allowing LTC packages of IRCTC, including the component of air travel has been examined in consultation with the Min. of Finance.
2. IP Grade Pay

Dear friends,
Immediately after the release of 6th CPC, Our Association demanded higher grade pay of Rs 4600 to IP , Rs 4800 to ASP and Rs 5400 to PS Group B. The matter is still pending with Anomaly Committee for more than one year. During discussion, concerned officers in the Postal Directorate assured that the Grade Pay would be revised upwardly as soon as the Grade Pay of analogous cadre in other ministries/departments is revised.
Now the grade pay of Inspectors of CBDT/CBEC and Assistants in CSS has been revised from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13.11.2009 and 16.11.2009. Referring this, I have already submitted letter No. CHQ/IASP/SCPC dated 16.11.2009 to Postal Directorate demanding Grade Pay Rs 4600 to Inspector Posts and a reminder was issued on 14.12.2009 besides meeting personally and had discussion with Director General (Posts) and DDG(Estt). But the file is not moving in the expected speed.
Enough time has already been given. We cannot prolong our patience furthermore. It is the time to react. Each one of us has to exert pressure on the Department. Then only we can get justice.
Please go through the following instructions carefully and do it immediately:
1. Every IP and ASP has to write a letter to DG individually with a copy to me.
2. Model letter is given below. Take print out. Two copies should be prepared. One should be sent to the following address:

IP Grade Pay
Merger of IP / ASP cadre : GS e mail.
I have attached one file containing information on merits and demerits of merger of IP & ASP. Lease offer your comments. I request all Circle Secretaries to send their opinion.
WHAT WILL HAPPEN IF IP AND ASP CADRES ARE MERGED?
Merits:-
1. All IPs will get GP of Rs 4600 w.e.f. 1.1.2006 and all will get arrears immediately.
2. As the IP and ASP cadre will be merged, the promotions already given from IP to ASP will be ignored for MACPS. The MACPS to IP cadre will be as follows:-
Promoted IPs* After 10 years of service in IP Cadre or 20 Years of total
GP Rs 4800 (2nd Promotion) After 20 Years of Service in IP Cadre or 30 years of total
GP Rs 5400 (3rd Promotion)
Direct IPs** After 10 years of service as IP
GP Rs 4800 (1st Promotion) After 20 years of service as IP
GP Rs 5400 (2nd Promotion) After 30 years of service as IP
GP Rs 6600 (3rd Promotion)
* It is presumed that no promotion will be given within 20 years of service in IP cadre.
**If we presume that direct IPs will get promotion to PSS Group B before completion of 30 years of service, they will be put into GP of Rs 4800 like BCR PA drawin g GP of Rs 4200 is promoted to LSG cadre having GP of Rs 2400/-
Demerits:-
1. There will no promotion for atleast 25 years in IP cadre. But there will no loss to IPs who have not passed PSS Group ‘B’ examination as they will get GP of Rs 5400 when they complete 30 years of total service or 20 years in IP Cadre.
2. IPs/ASPs who have passed PSS Group ‘B’ examination will be affected as follows:-
If promoted through examination within 10 years of IP service GP Rs 4800 will be fixed with one increment
If promoted through examination after 10 years of IP service As GP Rs 4800 would have been given already under MACPS no pay fixation will be done.
If promoted through examination after 20 years of IP service He may be drawing GP of Rs 5400, but will be promoted to GP of Rs 5400. No benefit at all
In all the cases IP/ASP having 20 years of service in IP cadre will get GP of Rs 5400 i.e more than the PSS Group ‘B’
3. A big question will be for Gazetted status. IP may be placed as Group ‘B’ non gazetted.
My conclusion: - Already there is anomaly in giving promotion to BCR PA who is getting GP of Rs 4200 to LSG with GP of Rs 2400. Then why we should worry about for promotion to PSS Group B (GP of Rs 4800) after 25 years of service as we would get GP of Rs 5400 when we complete 20 years in IP cadre. We can opt for merger with the condition that the gazette status already given should not be withdrawn.

IP Grade Pay
Department of Personnel and Training has issued orders upgrading grade pay of Section officer in Central Secretariat services from Rs 4800 to 5400. Now our case has become more stronger and the Department is on the job to revice the grade pay of IP/ASP/Gr B to Rs 4600, 4800 and 5400 respectively.I am in touch with the concerned officers in the Postal Directorate and pursuing. We will get it very soon.Copy of the DOPT memo No.6/3/2009-CS.I(S) dated 19.11.09 is follows.

IP Grade Pay
Dear friends,
I met DG Posts on 16.11.09 and requested her to issue orders for higher grade pay Rs 4600 to IP. I had a detailed discussion with DDG(Estt.) on 17.11.09. The dept. has agreed to issue orders revising the grade pay of IP to Rs 4600 w.e.f 1.1.2006. At the same time the dept. is taking action to revise the grade pay of ASP and Gr B to Rs 4800 and 5400 respectively. DDG(Estt) asked me to wait for some time to get concurrence from MOF.All IPs will get grade pay Rs 4600 w.e.f 1.1.2006.

FLASH FLASH : IP Grade Pay to Rs.4600
UPGRADATION OF PAY SCALE TO INSPECTOR POSTS
Ministry of Finance Vide Memo No F. No 1/1/2008-IC dated 13.11.2009 has revised the GP of Rs 4200/- granted to the existing pre-revised scale of Rs 6500-10500
to Rs 4600/- w.e.f 1.1.2006. The pay is to be refixed and the arrears will be paid immediately. Personal Secretaries of our Department who were in the pre-revised scale of Rs 6500 will be benefited immediately. Our demand for upgradation of pay scales to Inspector Posts at par with the Inspectors of CBDT/CBEC was considered by the Pay Commission and the recommendation given in the report is reproduced below:-

7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500-10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. With this upgradation, Inspector (Posts) shall come to lie in an identical pay scale as that of their promotion post of Assistant Superintendent (Posts) [ASPOs]. ASPOs shall, accordingly, be placed in the next higher pay scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4600. The next higher post in the hierarchy, that of Superintendent (Post), which is also a promotion post for ASPOs, shall be placed in the pay scale of Rs.7500-12000 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4800. Parity exists between the posts of Inspector (Posts) and Inspectors in Mail
Motor Service (MMS). This parity would need to be maintained and Assistant Manager, Mail Motor Service shall be placed in the higher grade of Rs.7450-11500 whose corresponding replacement pay band and grade pay is PB-2 of Rs.8700-34800 along with a grade pay of Rs.4600. Similarly, Manager, Mail Motor Service shall be placed in PB-2
pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to
the prerevised pay scale of Rs.7500-12000.
As the Inspectors are already placed at par with pay scale of Rs 6500-10500, the benefit should also be given to Inspector Posts. The case is being taken up with our Department for upgradation of Grade Pay to Inspector Posts from Rs 4200/- to Rs 4600/-
Simultaneously the grade pay of ASP and Gr B should upgraded to 4800 and 5400 respectively. Our Assoication is on the job. Specific orders will be got issued by the Directorate very soon.

Ministry of Finance Vide Memo No F. No 1/1/2008-IC dated 13.11.2009 has revised the GP of Rs 4200/- granted to the existing pre-revised scale of Rs 6500-10500
to Rs 4600/- w.e.f 1.1.2006. The pay is to be refixed and the arrears will be paid immediately. Personal Secretaries of our Department who were in the pre-revised scale of Rs 6500 will be benefited immediately. Our demand for upgradation of pay scales to Inspector Posts at par with the Inspectors of CBDT/CBEC was considered by the Pay Commission and the recommendation given in the report is reproduced below:-

7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500-10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. in nilgiri heeeaaavvvyyy rainfall from 06.11.09 friday onwards.
little gap on 07.11.09 morning and started heavily from 07.11.09 saturday noon to 10.11.09 0400 am.
landslide in 60 places around the Dt.
most of the houses hanging.
death toll 42 (official news from govt).
5 lives in manthada, ketti - ooty to coonoor road.
7 lives in achanakkal, near lovedale - yesterday midnight. bodies captured after 1 km
state govt nominated one special IAS officer for this dt.
hon'ble Ministers pongalur palanisamy, veerapandi arumugam on the way via helicopter.
all roads to ooty from mettupalaya was totally blocked.

ooty - thalayattimund, lovedale, kodappamund, doddabetta, emerald, yedakkad, mullikorai, fernhill, nunthala, geddai.

APAR
PROCESSING OF APAR (Annual Performance Appraisal Report) is going to be computerised.
Government has issued orders to disclose the confidential reports to the officials and now renamed it as Annual Performance Appraisal Report (APAR)and the official has to keep the copies for future reference. Chances have also been given to make appeal if any adverse remarks are communicated. Now the Department of Personnel and Training has issued orders about the proposal of computerise the process of keeping the APARs. The order is reproduced below for information:-
Extract of the Memo
The undersigned is directed to say that this Department is in the process of computerisation of the work relating to maintenance of APARs and subsequently develop an online system for submission and monitoring of APARs. NIC has been requested to develop a common software for all Ministries/cadre units, which shall be made available in due course of time.
As soon as the relevant software is made available, CS Division will move ahead for computerisation, so that in future, data on APARs of CSS Officers shall be made available with a click of a button to the authorised users. In order to speed up such a process all cadre units may furnish to CS Division the details of nodal officers in their respective Ministries/Departments alongwith their address, phone numbers, e-mail IDs etc. who are currently responsible for keeping a watch on the progress of the completion of ACRs/APARs. The officers so identified (not below the rank of Under Secretary) shall be provided with usernames and passwords to enable them to operate the APARs software of DO P&T.
