In the CWC held at Pushkar, Rajasthan on 01st & 2nd August 2009, it was decided to organise postcard campaign requesting the DG, Posts to confer gazetted status to all sub divisional heads with adequate adminsitrative and financial powers.
Accordingly, all IPs and ASPs are requested to write the following text in a postcard addressed to DG Posts and send it in one cover by each division to the Circle Secretary for onward despatch to Postal Directorate in one lot.

6 CPC 2nd instalment released

Payment of second instalment of arrears on account of
implementation of Sixth Central Pay Commission's
recommendations.
As communicated vide this Department's Resolution No.l/l/2008-IC
dated 29th August, 2008, the Government had decided that the arrears on
account of implementation of Sixth Central Pay Commission's recommendations
will be paid in cash in two instalments - first instalment of 40% during the year
2008-09 and the remaining 60% in the financial year 2009-10. The first instalment
bas already been paid in 2008-09. It has now been decided that the remaining
60CJo of arrears may now be paid to the concerned Government servants.
J Further, as already stipulated vide this Department's O.M. No
-j (2)/ EV/2008 dated 17th August, 2009, in the case of post-Ol.01.2004 entrants
into the Central Government, the second instalment of arrears may be released
only after individual application forms for registration to the New Pension
Scheme have been obtained by the DDO/PAO from the concerned Government
servant.
3. As in the case of the first instalment of arrears, Government servants will
be permitted to deposit their arrears in their GPF Accounts. Though not
mandated, Government servants are encouraged to deposit their arrears in their
GPF accounts.

Earthquake felt at Andaman & Nicobar Islands of Richtor scale 7.7 at 0200 hrs on today. I spoke to one of my friend at Port Blair and she stated that at 2 AM this morning heavy quake in 2 times and she felt clearly. She thrown away from Wodden Cot. All the Ships of Indian Navy & Coast Guard immediately SAIL OUT for safety measure.

It is admitted case of the parties that GDS employees have all along been paid ad hoc bonus at the same rates, PLB is paid to the Central Govt. employees. Through letter dated 10.10.2008 (A-5), Ministry of Finance, Deptt. of Expenditure, New Delhi revised the calculation ceiling for various employees w.e.f. 1.4.2006 i.e. from the year 2006-07 .
In view of above discussion, the OA is allowed and the applicants are held entitled to grant of ad hoc bonus for the years 2006-07 and 2007-08 at the revised calculation ceiling mentioned in the order dated 10.10.08 (A-5). it is regretted to inform that SHRI.N.BASKARAN, AD (Bdlg & ESt), Shillong, NE Circle formerly ASP, Thanjavur expired on 20.07.09 at 1800 hrs due to heart attack. While he was on the way to his room from Office, suddenly he fell down on road.
The body is being conveyed by Jet Airways and it will reach CHennai at 1350 hrs today.Then brought by road thro Ambulance arranged by Our Respected Chief PMG, Chennai.

Sub : Re-organisatiion of Sub Divisions.
Inspite of our request, the department is not willing to make ASPs, who are gazetted officers now, as Sub Divisional heads with financial and administrative powers. The department is bent upon exploiting IP as Sub Divisional head with an intention to extract more work without any status, infrastructure and powers.
It is high time to protest against the evil design of the department. The proposal will destroy our promotional avenue and also degrade the progress of the department itself. Sufficient numbers of IPs are not available. The department is planning to merge two Sub Dns into one to suit the number of IPs. We are already burdened with more work load. All Circle heads have recommended this proposal saying that IPs are young, they will work hard and bring more business to the department. They don’t want to upgrade the grade pay of the IP, but they expect IP to work more than a BCR PA who is also drawing the same grade pay now. This is purely exploitation. We have to raise the banner.
Hence I request all CHQ Office bearers and Circle Secretaries to consult members and consider whether we can show a minimum protest by sending postcards to DG Posts objecting the proposal of making all IPs as sub divisional heads? Your reply may be sent as quick as possible sothat I will send all of you the text message to be written in the postcard.

APAR ...
Department of Personnel and Training in OM No 21011/1/2005-Estt(A)(Pt-II), dated 14.5.2009 has issued orders to replace the exisiting ACR with Annual Performance Assessment Report (APAR). The full report of APAR should be communicated to the officer/official concerned with the remarks of the reporting officer and acceptance authority. This is applicable from the report for the year 2008-09.
It is learnt that in Tamilnadu Circle, the APAR has been communicated to Asst. Directors by the Chief PMG. All other officers/officials yet to receive the APARs.
It is a well known fact that DPCs are delayed only for wanting of CRs. Inefficiency in our department is generally pointed to the operating staff but the administration often forget that efficiency is also applicable to them, In most of the cases, the delay in promotin to any cadre is only because of gazetted officers who are responsible for writing and maintaining of CRs. Some of the officers are not writing CRs in time and some of them are are not capable of watching proper maintaining of CRs. The latest instruction issued as above by the Personnel Ministry will be somewhat helpful to us for getting promotion in time. The APAR for the year 2008-09 is being communicated and you will be also receiving in due course.
I want to bring to your atttention that the final assessment in the ACR (now APAR) should be any one of the following:-
(a) Outstanding (b) Very Good (c) Good (d) Average.
If any report is assessed by any other words/adjectives like satisfactory, poor etc and also if the assessment is "Average" you should appeal to the authority. If the grading is "Average", it is an adverse remark and the official/officer will not be considered for promotion. Further for MACPS (Modified Assured Career Progression Scheme) the grading should be 'Good' for promotion upto the GP of Rs 6600/- and 'Very Good' for the GP thereafter. Hence if any of the official/officer gets the remarks of "Average" (upto Group B), they should appeal to the authority within the stipulated time. i.e Fifteen days from the date of disclosure.
Further all are requested to keep the APAR in their custody so that the same may be submitted to the DPC in case of non production of APAR(s) by the administration.

The next Central Working Committee Meeting of our Association will be held at Puskar, Rajasthan - on 1st & 2nd August 2009, the Saturday and Sunday. Notification issued in this regard is attached. Copies of Notification marked to Chief PMG concerned are also attached. Circle Secretaries are requested to hand over the same to Circle Administration and arrange for grant of Special Casual Leave. No separate orders will be issued by Directorate granting Special Casual Leave. As per standing order of the Directorate, Special Casual Leave will be sanctioned by the Circle Administration concerned based on the CWC notification. Rajasthan Circle Branch will hold its Circle Conference side by side. All Circle Secretaries and CHQ Office Bearers are requested to attend without fail. The nearest railway station is Ajmer. The next Central Working Committee Meeting of our Association will be held at Puskar, Rajasthan - on 1st & 2nd August 2009, the Saturday and Sunday. Notification issued in this regard is attached. Copies of Notification marked to Chief PMG concerned are also attached. Circle Secretaries are requested to hand over the same to Circle Administration and arrange for grant of Special Casual Leave. No separate orders will be issued by Directorate granting Special Casual Leave. As per standing order of the Directorate, Special Casual Leave will be sanctioned by the Circle Administration concerned based on the CWC notification. Rajasthan Circle Branch will hold its Circle Conference side by side. All Circle Secretaries and CHQ Office Bearers are requested to attend without fail. The nearest railway station is Ajmer. Puskar is at a distance of 13 Km from Ajmer and 148 from Jaipur and 400 Km from Delhi. Plenty of Bus services are available from Jaipur, Ajmer and Delhi The venue of the meeting is Saraswat Brahmin Dharmshala, Near Bus Stand, Puskar.
