Respected Madam,

Sub : LDCE for promotion to the cadre of Senior Postmaster-2011- reg.

Ref  : CO letter No.REP/3-5/2011 dated 07.10.2011 and dated 12.10.2011..   

1.         It is kindly brought to the notice of respected CPMG madam that the applications submitted by the ASPs of our Circle to write the above examination, were rejected and not permitted, on the plea that the provisions laid down in the concerned Recruitment Rules allows only Inspector Posts (IPOs) with 6 years of regular service in the grade is eligible to take this examination, vide CO letter cited under reference above.

2.         In this regard, our Association may be permitted to point out that,  All India Association of IPs and ASPs, Hyderabad had filed an OA before Hon’ble CAT, Hyderabad in OA No.1316/2011 which came up for hearing on 21.12.2011. The Hon’ble CAT, Hyderabad directed the CPMG, Andhra Circle to allow all eligible ASPs to appear for the Senior Postmaster Examination scheduled to be held on 31.12.2011. A copy of the order of the CAT is enclosed for ready reference please. (in PDF format)

3.         It is further brought to Madam’s notice that the ASPs of our Circle are similarly situated as those of the applicants in the above OA and it is evident that the order and observations passed by the Hon’ble CAT, Hyderabad bench in the said OA would also be applicable “mutatis mutandis” to ASPs in our Circle.

4.         Hence this Association kindly request the benign Chief PMG Madam that an urgent action may kindly be caused for admitting our ASPs who had already applied for the above examination to be held on 31.12.2011, which were rejected/not permitted to appear for the examination, as directed by the Hon’ble CAT, Hyderabad,
