Respected Madam,

Sub :    Request to stop harassment/humiliation/victimization of IPs/ASPs
            in Southern Region, in the  name of technology – reg.
                          
1.         Before going deep in to our grievances, I, being the Circle Secretary of this Association would like to convey my heartfelt thanks - on behalf of my members - to our CPMG madam for having intervened & rendered justice on humanitarian grounds, in all areas where we are badly affected by our superiors.

2.         With much pain in the heart, I would like to bring the following matters to our benign CPMG Madam’s consideration, on the harassment of our IP/ASP members in Southern Region, by Director, PTC, Madurai and by the DPS, Southern Region, Madurai, for immediate intervention and timely action.

3.         i. Twenty IPs/ASPOs of Tamilnadu Circle underwent training at Postal Training Centre, Madurai 625 022 for the period from 14.11.2011 to 26.11.2011 on ‘Inspection of computerized offices by IPs/ASPs’ and they have been instructed to attend the training with a precourse work on the assessment of implementation of computerization and networking done at 3 computerized POs (HO-1, SOs-2), if not they will not permitted to attend the training.

            ii. At the end of the training, the Director, Postal Training Centre, Madurai 625 022 evaluated that the IPs/ ASPs are not well- versed with technology and sent a detailed report to the Director of Postal Services, Southern Region, Madurai 625002 against each one of IPs/ASPs who attended the training.

4.         i. On the basis of the report received from the Director, PTC, Madurai, that Smt. P. Indira, IP, Thucklay Sub Division in Kanyakumari Division has not done the said ‘precourse work’ and she was directed to return the ‘Laptop’ supplied to her vide PMG, SR letter No. tech/69-27/Trg/2011-12 dated 28.11.2011 and the same was returned by her on 30.11.2011.

            ii. Madam, this is the right place to record here that Laptops were supplied to all the Sub Divisions, throughout India, by our Directorate after a long struggle by this Association. This was one of our achievement and still we keep on stressing our demand with Directorate for supply of Laptops to all ASP (HQrs) and ASP (ODs) & IP(PG) i.e., the IP/ASPs holding such static posts.

            iii. If the said IP has not done the precourse work, as per the instructions in the training memo, she could have been returned back, without admitting her in the training session. It may not be fair in taking back the Laptop supplied which is nothing but degrading this entire cadre, among the other section of staff. The Laptop was supplied to the Sub Division and not to any individual and it was supplied by the Directorate and not by the Director, Southern Region, Madurai or not by the Director, PTC, Madurai.

5.         i. Further, on the basis of the report received from the Director, Postal Training Centre, Madurai 625 022, Shri.V.S.Jayasankar, DPS, Southern Region has chalked out a programme and called each one of IPs/ASPs in Southern Region to Regional Office, Madurai on various dates as scheduled, from 12.12.2011 onwards.

            ii. It is learnt that Shri.V.S.Jayasankar, DPS, Southern Region is conducting ‘one to one review meeting’ with IP/ASP.  Each IP /ASP is asked various questions regarding knowledge of technology. Action is being taken to withdraw Laptops if they are not technologically well versed or not using them. IPs/ASPOs who attended the ‘Technology interview’ were harassed / humiliated. The Director expects that all data of Sub Division and Division has to be memorized by the IPs/ASPs and to be replied in one to one interview. Victimization is under progress.

6.         i. Few of the questions asked by the DPS, Southern Region, Madurai to our IPs/ASPs are reproduced below, which shows that the review meeting is being conducted by the DPS not to evaluate the IP/ASP’s technical knowledge, but to harass our members.
            -           How many Generators are available at Tallakualam HO?
            -           What is their capacity?
            -           How many Computers are available in your Division?
            -           How many Project Arrow offices in your Division?
            -           Name the Offices, Phase wise?
            -           How many Computers are available in your Division?
            -           What is the make of PB printer?
            -           What is the version of DB analyzer?
            -           typing skill is tested, by dictating a para.
            -           to make power point presentation.

            ii. But the DPS, Southern Region, Madurai has not asked any questions regarding BPL achievement, RPLI achievement, OM settlement, recovery of minus balance amount, inspections, visits & investigation matters which are very important to assess the performance of sub divisional heads.

            iii. The IPs/ASPs are being considered as middle level managers in our Department. We should know how to get the work done or extracted from the staff. Memorizing the data/answers to above such questions will not serve any purpose.

7.         Asking such questions is very easy, but we doubt that they cannot be answered, even by many Divisional Heads or many of the officers working at RO/CO. It is submitted that younger generation of IPs are well versed in technology where as senior IPs/ASPs are not fully conversant with technology. They are learning technology aspects of inspection to cope up with changed scenario of technology. After having put 20 to 30 years of service in our Department, at various levels, expecting that an IP/ASP should know everything technically is nothing but…..?

8.         I, being the Circle Secretary of this Association request our benign Chief PMG Madam kindly to intervene and stop such harassment / humiliation / victimization in the name of technology in Southern Region, Madurai and order to return the Laptop seized by the DPS, Southern Region, Madurai.

- What is the latest speednet version
- How many offices establishemnt review is pending? What action is taken to set right?
- What are the standard accepted delivery remarks?
- What is the reason for the low delivery performance of the Project Arrow office you are monitoring?
- How many OAs are directly under you in DO?
- What steps are you taking to improve BD performance? How many customers have you visited?
- Are you reviewing the diary of mail overseers regualrly?
- What is the reason for Minus Balances?
- How do you ensure quality RPLI proposals?
- How many police cases are pending to be reported in the loss and fraud cases?
- What is the latest speednet/meghdoot version?
- What is the line limit for postmen? How do they effect OAP payment within this line limit?
