Suggesting a name to "IT Modernization Project of Department of Posts"

There is a proposal to give a name to the "IT Modernization Project of Department of posts" as desired by the Hon'ble MOC & IT. The suggested name should be a reflection of wide reach of India Post Network across the country and also project the modernization in the Department through IT Modernization project.

In this regard Department of Posts (Project Management Unit) has requested to 
All Head of Circles, All DDGs, Dak Bhawan, CGM (BD&M Directorate, CGM, PLI Directorate and Director, RAKNPA, Ghaziabad to suggest a suitable name to the "IT Modernization Project of Department of Posts".

Services available in RICT BO Device

Following are the services available in the Rural ICT project.  The handheld device supplied to the Branch Post offices has the capabilities to do the following services in the BO itself without depend the account office.

1.  Maintenance of Rural Branch Post Office accounts.
·         Cash Management -enable BPM to view/update beginning-of-the­ day and end-of-day cash balances
·         Accountability of sumps and Postal stationary
·         Transaction Management

2.  Financial Banking at Rural level.
·         Opening of new account (Small Savings Scheme & No- frills)
·         Account Deposits and Withdrawals
·         Electronic Money Order (eMO) Disbursement & Booking

·         Printing renewal premium receipts for the customer

·         Phone recharge coupons
·         Sale of application forms e.g. passport forms
·         Reservations of train and air tickets

·         Commission\Fee collection
·         E-commerce (give orders\view commodity rates)
·         Retail channel for other\private players

5.  Mail Service at Rural level

Features of Rural ICT Handheld Device Supplied to Branch Post Offices



As a pilot phase Department of Post has started using solar powered, biometric hand-held devices in rural post office with connectivity along with the application software in selected circles viz. Bihar, UP and Rajasthan.  This move was the outcome of Rural ICT project declared by the Government of India.


Following are the important features or benefits of Hand-held device supplied to Branch Post Offices.

1.  Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated

2.  Instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.

3.  Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.

4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.

5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes


6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc

Update of IT modernisation Project of India Post

IT modernisation Project is picking up momentum in various fronts. The latest position of implementation is as follows:

Primary Data Centre has been deployed and started functioning at Navi Mumbai since 3rd April, 2013. 
Disaster Recovery Centre has started functioning at Mysore on 15-05-15.

27373 Departmental Post offices including mail offices and administrative offices have been networked at single Wide Area Network (WAN) and connected to Data Centre.

Core Banking Solution (CBS) has been rolled out in 2590 Post Offices.

ATMs have been installed and started functioning in 123 Head Post Offices.

Core Insurance solution (CIS-PLI) has been rolled out in 13264 Post Offices.

Rural Hardware vendor has been finalized and contract has been signed. Supply of Rural Hardware devices in Pilot BOs will start in November 2015.

Pre-implementation of Rural ICT in BOs


      I.        The BO should have table to place the Handheld Device and for charging the device.

    II.        The electrical power connection is required to charge the Solar UPS wherever power is available. In the locations where electrical power is not available, the UPS will be charged from Solar Panel.

  III.        The locations where electrical power connection is there, it should have proper earthing and with one or two plug points along with on/off switch.

   IV.        The above site preparation is to be done before the roll out starts for the particular Division.

     V.        The data on BO such as the name of the BPM, contact details, address of the BO with land marks etc. may be updated and kept ready.

   VI.        The availability of the network connectivity (Vodafone/ BSNL / Airtel etc.) at the BO location may also accessed and the best signal available in the BO may be identified and kept in order to facilitate the Vendor with details to drive best out of the project. If the network signal is not available, we have to identify as Off-line BO.

 VII.        Similarly identification of the BOs where the solar UPS is not required due to installation problems of the solar panel or good power availability for more than 6 hours daily, has to be also done.
