Sub : Request to cancel the “modified massive transfer” orders
issued to the ASPs by the PMG in Central Region - reg
Ref : i. PMG, CR memo No. STA/101-07/2011/TR dated 30.09.2011.
ii. CPMG’s letter No. STA/2-7/2011 dated 14.10.2011.
1. Before going deep in to our grievances, I, being the Circle Secretary of this Association would like to convey my heartfelt thanks - on behalf of my members - to our CPMG madam for having intervened and issued, not only humanitarian but also justified instructions (vide letter cited under reference - ii above) to the PMG, CR to cancel the massive transfer orders issued to eight of our ASPs. But……
2. I would like to bring the following few points to our benign CPMG madam’s consideration before deciding the injustice done to our IP/ASPs in CR, by the PMG, CR.
i. On 30.09.2011 a “massive transfer” order was issued by the PMG, CR, transferring our members in the middle of the year which totally disturbed, not only their domestic life but also official life.
ii. On hearing this “massive transfer” orders, the Circle Secretary and few office bearers met the PMG, CR on 03.10.2011.
iii. But, even after a lengthy discussion & requests, the PMG, CR was not inclined to our request to cancel or defer this “massive transfer” orders.
iv. However, the PMG, CR had asked the office bearers to advise our affected members to send their request to the nearest vacant place within a weeks time and the PMG had assured to consider such requests.
v. On the assurance given by PMG, CR, few of our affected members had also submitted their requests to some nearest vacant places.
3. But, the PMG, CR deviating from his assurance given to the office bearers of this Association on 03.10.2011, had issued directions to the Divisional heads (through eMail) and forcibly (under threat) relieved few of our members on 10.10.2011. As we had no other way left and as a last resort, met our CPMG Madam on 13.10.2011 and Madam had also patiently heard our grievances and issued instructions to the PMG, CR, as assured to us.
4. It is learnt that our CPMG Madam had issued instructions to PMG, CR, vide letter cited under reference - ii above, to cancel the “massive transfer” orders by pointing out that:
i. this “massive transfer” orders is unwarranted in the middle of the academic year,
ii. this “massive transfer” orders is quite un necessary
iii. etc…etc.
5. This Association and the affected members were eagerly expecting a positive response from the PMG, CR. But, in contrary, the PMG, CR instead of cancelling the “massive transfer” orders, had modified it and issued fresh transfer orders based on the subsequent requests given by the affected members, which is really a great shock to this Association & to our affected members. The IPs who have been promoted on adhoc basis are also compelled to be relieved and directed to join as ASP, where the regular ASP is disturbed and moved out.
6. i. This Association is not able to understand why this massive transfer orders have been issued to eight ASPs by the PMG, Central Region - in the interest of service - along with adhoc postings, when there are many ASP vacancies to accommodate the IPs
ii. Even after instructions issued to cancel the “massive transfer” orders from our CPMG madam, why it is still insisted by the PMG, CR? When it has been instructed to cancel the “massive transfer” orders by the CPMG Madam, in toto, then the question of modified transfer on the strength of their subsequent requests does not arise.
7. The Department is going on the way to convert it into a dynamic organization with projects like changing ambience of the offices, providing good working environment to the staff, providing comfort to the potential customers and various long lasting projects like Digitization of records, core banking, mail optimization, consumer prize index, Aadhaar Technology, Biometric systems etc., etc… All these projects are being implemented with the support and incessant hard work of this cadre. Thus, it will not be wrong to say that the major part of the responsibility for successful implementation of these various innovative schemes has virtually devolved on our cadre. Even after acquiring long years of service & experience & expertise, we are being mentally & physically disturbed by such massive transfers or for some or other reasons.
8. Hence this Association kindly request the benign Chief PMG Madam to once again intervene and issue instructions to cancel the “modified transfer orders” issued by the PMG, Central Region, in toto. The IPs/ASPs who had already been relieved by force or by threat may be permitted to join their original places, by treating the period of transit as eligible leave.
9. Further this Association requests the benign Chief PMG Madam to consider the requests of the IPs who have been ordered adhoc promotions and fresh adhoc posting orders may be issued to them to render better service.
