Minutes of CWC – Kanyakumari held on 19.08.2011
Dear Comrades,
As scheduled, the Circle Working Committee Meeting (CWC) of our AIAIPASP Association (Tamil Nadu Circle branch) was held at Kanyakumari on 19th August 2011 (Friday). Shri. M. Balakrishnan, the Circle President presided over the CWC. The CWC began with the warm welcome of Shri. T.S. Ragunath, the ACS, Southern Region.
During the CWC meeting, the following subjects were taken up for discussion and decisions were taken unanimously. The body has directed the Circle Secretary to take up the matters/decisions with the appropriate level.
1. Enrolling the erstwhile members of All India RMS Assistant Superintendents & Inspectors Association, T.N. Circle branch in our AIAIPASP Association, T.N. Circle branch:
Shri. M. Mohanarangam, the then CS and Shri. P. Sairam, the then President and Shri. P. Michael Raj, ASP (HQ) o/o SSRM, ‘T’ Dn., (Trichy) and Shri. P. Arumugam, ASP (HQ), o/o SRM CB Division (Coimbatore) of All India RMS Assistant Superintendents & Inspectors Association, T.N. Circle branch attended this CWC as ‘special invitees’. After a lengthy discussion, it has been unanimously decided to merge IRM/ASRM association (Tamil Nadu Circle branch) with our Association, with immediate effect and erstwhile members of IRM/ASRM Association have been enrolled as our members also with immediate effect. The CWC has unanimously decided and elected the following erstwhile members of IRM/ASRM Association, as office bearers of our Association..
• Shri. M. Mohanarangam, ASP, as Assistant Circle Secretary,
Air Mail Sorting Division, Chennai. Chennai City Region.
• Shri. P. Michael Raj, ASP, as EC member (CR Region)
ASP (HQ) o/o SSRM, ‘T’ Dn., Trichy.
2. The following members of our Association were also elected in to the following posts, unanimously:
• Shri.P.V. Sekar, as Organizing Secretary,
Postmaster, Cuddalore HO. Central Region.
(in the place of Shri. C Pasupathi, IP, Ariyalur Sub Division)
• Shri. P. Jegaselvan, ASP (OD), as EC member,
Chennai City North Division, Chennai. Chennai City Region.
(in the place of Smt. T.V. Sundari, who has been promoted as Group B)
3. Proposed formation of cluster in Regions – Tenure policy in Tamil Nadu Circle for IPs/ASPs reckoning achievement of targets.
The members of this CWC unanimously opposed the formation of cluster in Regions and decided to protest this concept, for multi various reasons. Even this tenure/cluster policy which was introduced among the IPoS (JTS, STS, JAG & SAG) is being opposed by them and it is reliably learnt that few among them have decided to fight legally.
Action suggested: The CWC has directed the CS to submit a letter opposing this cluster/tenure policy, to the CPMG and also to the DG, Posts through our CHQ. If there is no positive result for the above action, then it is decided to fight legally.
4. Merger of IP/ASP cadre and up gradation of grade pay to Rs. 4,600:
As this Circle Association has nothing to do with this issue at the Circle level, the CWC has directed the CS, Treasurer and other members who are planning to attend the proposed CWC meeting to be held at Patna (Bihar) on 23rd & 24th September, this year - to take up the issue with the GS and CHQ for early action.
5. Reallotment of surplus qualified IPs working in other circles, back to our Circles:
As the surplus policy has been dropped recently, the question of retaining surplus qualified IPs at various circles may not be fair, any more. As did in few other circles (AP, Karnataka, Bihar, NE) where the surplus IPs were brought back to their own circles, by submitting a request to the Directorate, by the concerned CPMGs. .
Action suggested: As a subject has already been put in the proposed four monthly meeting to be held on 25.08.2011, the CWC has directed the CS/CP to stress the same to CPMG in person and do the needful and ensure that our surplus IPs working in various circles are brought back to our Tamil Nadu Circle.
6. i. Anchal Aayvalar: Even though our website has been updated daily and ‘AA’ may be the hard copies of the matters already put in the website, the CWC has directed the CS to release the ‘AA’, before end of this month and CS had also assured the same.
ii. Publications by AIAIPASP, Tamil Nadu Circle branch: Shri. P. Karunanithy, ASP, Madurai North Sub Division has compiled a book under the title “Useful information to IPs/ASPs” and this book is being published on behalf of our Association. This book has been sent to all the members of our Association in our circle, free of cost. The CWC has approved the proposal, proposed by the CS to reimburse the cost of this book (including the postage) to Shri. P. Karunanithy. The CWC members had also thanked Shri. P. Karunanithy, ASP for his sincere efforts.
7. Construction of building at our ‘site’ at Yercaud (Salem-TN):
a) The CS has submitted plan and a proposal for construction of a building at our site at Yercaud, which was purchased during February 2011. It is also unanimously decided to form a committee in the name “Building Construction and Maintenance Committee” and the following were nominated as permanent members:
• Circle Secretary - 1
• Circle President - 1
• Circle Treasurer - 1
• All the Regional Secretaries - 3 or 4
• IP/ASP of Salem East Division, i.e., - 1
the sub divisional IP/ASP, in which
our site is located.
• ASP (HQ), Salem East Division - 1
b). The approximate cost of the proposed building will be around 7-8 lakhs. It is unanimously decided to raise the fund for construction by collecting donation of minimum of Rs. 1000/- (one thousand only) from each of our members. All the regional Secretaries & other office bearers will ensure that the amount is collected and remitted to the Circle Treasurer on or before 30.09.2011.
c). All the members, including the surplus IPs working in various circles and IP/ASPs promoted to Group B cadre are requested to donate liberally, without the restriction of Rs. 1000/-. The target date is 30.09.2011.
8. Reallotment of IPs/ASPs:
Many cases of IPs/ASPs requesting reallotment to their own Regions are pending at CO by citing some Directorate instructions, that their request for reallotment can be considered only after completing 2 years of service at their place of posting/region. Even the cases under ‘spouse’ category and other deserved cases are also not considered. The Members expressed their difficulties.
Action suggested: The CWC has urged the CS and the President to take up this issue with CPMG, during the forthcoming four monthly meeting and ensure that the pending requests are considered favorably.
9. Local problems: Many local problems such as the following were taken up for discussion:
i. local problems in Southern Region,
ii. Functioning of o/o IP, Sriperumpudur sub division in a rented building and the rent of Rs. 1500 (+EB charges of Rs.80) per month is being paid by the IP, since many years. The CWC suggested for shifting of this office to Thiruvallur HO or the rent has to be paid by the Department. The rent paid till date by the concerned IPs has to be refunded.
Action suggested: The CWC has urged the CS and the President to take up these local problems with CPMG, during the forthcoming four monthly meeting on 25.08.2011 and arrange to settle the above local problems.
10. Shri. T.S. Ragunath, the Assistant Circle Secretary, Southern Region & his team has made good arrangement at Vivekanda Kendra, Kanyakumari for CWC. His effort is much appreciable. Healthy discussions were made on all subjects in the CWC and the CWC ended with a great success. Shri. P. Karunanithy, the OS of Southern Region thanked every one.
