Meet with CPMG - with Reply



Dear Comrades,

            Shri. S. Rajendra Babu, C.S and Shri. T. Padmanaban, Treasurer of our Association attended four monthly meeting with CPMG on 28th February 2011 at Chennai. The following are the subjects discussed and replies given in the said meeting.

New Subjects:

1.             Out of 39 IP (PG) posts in the Circle, most of them are kept vacant. Similarly out of 88 IP Sub Divisions in the Circle, many are lying vacant. The neighbouring sub divisional IPs/ASPs have been ordered to hold additional charge of these vacant posts/sub divisions, for months/years together. This naturally increases the work load of the neighbouring IPs/ASPs who are manning two sub divisions or two posts which results in many other administrative lacunae/deficiencies. Even though the Divisional heads are competent to make local arrangements, they are reluctant to do so. Nowadays, there is a spate of Consumer forum cases, RTI queries, Labour tribunal cases, besides CAT and High Court cases. Dealing them within the definite time frame has become more important now. Hence it is requested to instruct all the Regional Heads to fill up the vacant posts of IP (PG) and vacant posts of IP sub divisions. The direct IPs candidates who have been allotted to our Circle & the surplus qualified IP candidates who are waiting for their Circle allotment may be considered for manning these vacant posts. Similar strategy is being followed in other circles.

Reply by CPMG: The IP (PG) posts will not be filled up and the Regional Heads/Divisional heads will be instructed to fill up the vacant IP (sub division) posts, locally.

2.                   Non considering the request of senior IPs/ASPs registered by Circle Office in the request register while issuing regional allotments/re-allotments to the newly selected IPs and newly promoted ASPs. Recently allotments were made to the eight newly selected IPs and they have been allotted to their home regions and many of them even got their own/neighbouring divisions. But the requests for re-allotments submitted by senior IPs/ASPs, which have already been registered in the request register at Circle Office were not taken in to account. Even their seniority in the request register is not being communicated to the concerned IPs/ASPs. Being such, there is no meaning in maintaining of Request Register at Circle Office. Many of the senior IPs/ASPs are working in other Regions leaving their school going children, family and parents with a hope that they will get re-allotment to their own Regions according to their seniority, but their hopes are now shattered. Hence this association requests the benign CPMG Madam that allotments/re-allotments in r/o newly selected IPs & newly promoted ASPs may please be made only after considering the request of the senior IPs/ASPs who have already submitted their requests for re-allotments to their own regions besides communicating the seniority number of their request registered in the request register and render justice to the senior officials. Now, all the pending requests may be considered at the earliest at least before taking action for rotational transfers at each Regions.

Reply by CPMG: As per the Directorate orders, the re-allotment requests can be considered only after 2 years. Still the deserving cases are considered and orders issued for re-allotment.


3.                   It is requested to allot the same/own regions to the IPs who are newly promoted as ASPs. When there are vacancies in ASP cadre in a particular Region, it is seen that the IPs of that Region who have been prompted as ASPs were found allotted to other regions/CO units. For ex. in Western Region there are clear vacancies in the ASP cadre, but the IPs from that Region, on their promotion, were allotted to Circe Office units. As such they have to leave their family and parents in their own region, join the new posts and seek for re-allotment which again relates to the points/problems raised in the subject No. 2 above. The allotment in the home region to the extent of vacancies available in the region concerned will definitely be very much helpful to the members as well as to the administration, since there will be less number of request for re allotments to the other regions.

Reply by CPMG :  On promotion from IP to ASP, the allotments are made in such a way so as to balance the ASP est. in all the Regions, equally. Hence allotting an IP on promotion, in his own region may not be possible. They should be ready to work anywhere.

Pending Subjects:

1.         Issue of Identity cards to all the IPs/ASPs in the Circle. In the last four monthly meeting it was agreed and instructed by the CPMG for issuing of ID cards to all our members. But till date no ID cards have been issued. It is requested to arrange to issue ID cards early.

Reply by CPMG:    In most of the Divisions in this Circle, the ID cards were already issued to the IP/ASPs. In the case of remaining IP/ASPs who were not issued with ID cards yet, the Regional/Divisional Heads will be instructed to complete this task and report compliance by April 1st week.

Nothing gained from the four monthly meeting as seen from the reply given by Circle office. The genuine demand putforth by our association are not considered by giving reply suitably. Hope for the best in the next four monthly mtg(if held and if decided to attend)
