Highlights of CWC meeting held at Shiridi

Our CWC Meeting was
held successfully at Shirdi (Maharashtra) on 12/10/2012 and 13/10/2012. We
thank to Maharastra Circle IPASP Association for the elaborate arrangement made
in an important holy place. The following office bearers from Tamilnadu circle
have attended the working committee meeting and took active part in the
deliberations.

Merger of IP/ASP
cadre :- The main agenda discussed in this
CWC is merger of IP, ASP cadre to get 4600 grade pay to the IP cadre. Our
circle branch projected our stand on the issue as “we are in favour of merger
of IPs and ASPs with common grade pay of Rs. 4600/- from 01/01/2006 provided
the Gazetted status of the existing ASPs should be protected”. But majority of the circles are against the
merger. So it is decided to file another OA in Hon’ble CAT Ernakulam bench
jointly.
Apart
from the main agenda, our circle and AP circle have raised the following important
issues in the CWC meeting for which General Secretary has assured to take up
the issues with the Secretary Posts for resolving them.
Reallotment
of surplus qualified Tamilnadu IPs working in other circles to our home
circle:- At present 36 male surplus IPs from Tamilnadu
Circle are still working in other circles even though the scheme of surplus
qualified candidates for IP examination has been discontinued from 2011 itself
vide Dte Letter No. A-34020/01/2007-DE dated 21.07.2011. They are far away from
their family members. Further there is language barrier while working in sub
divisions which causes poor quality of work and less output. In the meantime 45 IP posts are
vacant in our circle. Even some Sub divisions are vacant and managed by
additional charge. Therefore our GS was requested to take up the issue with
directorate for early re allotment to home circle as one time measure.
Honorarium
to IPs/ASPs for working as IOs & POs - The honorarium ceiling
limit of Rs 4000/- as of now existing under Financial Hand Book rules should
not be made applicable for Honorarium for working as IOs/ POs. If this is not
possible, honorarium ceiling limit should be enhanced as many IPs & ASPs are
working as IOs & POs in more than 3 cases at
a time. Further, the DOPT order enhancing the honorarium for IOs & POs
should be circulated to all circles by the Directorate immediately.
Limited Departmental competitive examination for promotion to
AAOs - IPs & ASPs should be allowed to appear
for LDCE for promotion to AAOs. Further, The names of IPs & ASPs whose
names were deleted from the list of candidates who qualified JAO Part-I
examination, should be immediately restored and they should be permitted to
appear LDCE for promotion to AAOs.
Passing
of TA/DA Bills in the revised rate :- The cost of living is considerably increased across the
country both in cities and villages due to steep raise of the essential
commodities especially the food stuff. As IP/ASPs are always on tour they are
not able to bear the tour expenses within the pre revised DA rates. Further
most of their tours are in rural area and they find it very difficult to
produce the food bills for claiming the revised DA. So they should be allowed
to claim the revised rate of DA on self declaration for food bill.
