Gr B Exam Revised Vacancies


Postal Directorate no. A-34012/1/2011-DE dt. 27.05.2011 is reproduced below for information of members.

In partial modification of this office letter of even no. dt. 06.04.2011, para of the said letter i.e., the category-wise break-up of vacancies to be filled through the PS Gr. "B" examination 2011 is amended as under in compliance to the order of the Hon'ble CAT, Chandigarh Bench:

Gr B Exam - CAT, Chandigarh orders

Orders dt. 26th May 2011 in O.A. No. 399/PB/11 of Hon’ble CAT, Chandigarh Bench 

1. Documentation “Calculation of Posts as per the DOP&T order dated 19.1.2007” presented today by the Respondents is taken on record.

2. Likewise, documentation dated 24.11.2010, issued by the Government of India , Ministry of Communications and IT, Department of Posts, is also taken on record.

3. The learned Sr. CGSC, under instructions from Sh. Raj Kumar, Director (Estt.), Postal Directorate, Delhi who is present in Court, states at the Bar that the vacancy position shall be worked out qua the total sanctioned strength and not the number of vacancies at a given point of time.

4. He is further under instructions from the Officer present to state at the Bar the quota prescribed (75% for promotion under non-Examination Quota & 19% for promotion under Examination Quota), qua which the prayer is relatable, shall not be exceeded.

5. The learned Sr. CGSC further states that the available vacancy position shall be re-visited in the light of the factual position and if it is been found that no vacancy is made available, the relevant Notification shall be withdrawn.

6. The undertaking given by the learned counsel under instructions from the Officer,is accepted by the learned counsel for the applicant who states that the OA may be disposed in the light thereof.

Flash : CAT case on Gr B Exam on 29.05.11

Today the case was heard before Hon'ble CAT Bench at Chandigarh. Arguments started at 1050 hours and ended at 1120 hours. The officers of Directorate were present to explain their position. Finally our stand has been vindicated and we have come out with flying colours. Hon'ble Court has allowed the OA with the directions to DOP to recalculate, re-examine the vacancies as per respective quota in each category out of the total posts. If still there is any vacancy, only then the DOP can conduct PS Gr B examination scheduled to be held on 29.05.2011. It is hoped that atleast now the Department would realize the pain of IP/ASP and certainly improve their mathematics. A major win has boosted the morals of our comrades. We are highly greatful and thankful for all the moral support extended by our fellow comrades.

A circular was issued on May 24, asking all regional offices to complete updating of 2008-09 accounts by May 31, and that of 2009-10 by June 30, say reports.

There is some good news for more than 47mn subscribers to the Central Government’s Employee Provident Fundscheme. You will soon be able to keep a close tab on your PF account on the Internet, according to reports.

The Employees’ Provident FundOrganization (EPFO) has reportedly posted the details of the accounts’ status of all its 120 offices on its website.
A circular was issued on May 24, asking all regional offices to complete updating of 2008-09 accounts by May 31, and that of 2009-10 by June 30, say reports.

The EPFO’s move to put in place a software for updating accounts annually across its 120 offices will help it meet the Finance Ministry’s goal of updating all pending accounts by September.

In March this year, the Finance Ministry had approved the 9.5% interest rate announced by the EPFO for its 47.2mn subscribers for FY 2010-11 on the condition that it would update the pending accounts within six months.

The EPFO has updated 28.7mn accounts since then, according to reports.

The EPFO handles a corpus of about Rs. 3.5 lakh crore annually.

Retirement Age


Govt trashes proposal to increase babus’ retirement age

A government committee has rejected a proposal to increase the retirement age of government servants from 60 to 62. The decision is likely to impact over one lakh central government employees and 50,000 defence personnel on the verge of retirement. The proposal — which could have meant saving Rs4,000 crore in this fiscal — was rejected as the government wants a younger bureaucracy.

APAR - Communication of Adverse entries

The DOPT directed all Ministries/Departments vide  OFFICE MEMORANDUM  issued under No. 21011/1/2005-Estt.A(Pt II) Dated  19/05/2011 to  bring to the notice of the Competent Authority while forwarding the  representation against remarks in the APAR  that the  authority  may  decide  on the  representation  in  an objective manner within 30 days of receipt of the representation and give specific reasons in case of  upgradation of the final grading given in the APAR as  per  provisions contained in the DOPT's  OM dated 13.4.2010. The OM is placed below.

OFFICE MEMORANDUM

Subject: Maintenance and preparation of Annual Performance Appraisal  reports communication of all entries for fairness and transparency in public administration.


           The undersigned is directed to draw attention of the Ministries / Departments to this Department’s OM No.21011 / 1 / 2005-Estt.(A. Pt. II) dated 14.5.2009 by which the system of communicating the entries in the APAR from the  reporting period 2008-09 onwards for representation if any was introduced. The Competent Authority to consider the representation shall decide the matter objectively based on the material placed before him within a period of 30 days from the date of (the receipt of the representation. The Competent Authority after due consideration may reject the representation or may accept or modify the APAR accordingly. In this Department's OM of even number dated 13.4.2010, it was further decided that if an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008-09 which would be reckonable for assessment of his fitness in such future DPCs contain final grading which are below the benchmark for his next promotion, before such ACRs are placed before the DPC, the concerned employee will be given a copy of the relevant ACR for his representation, if any, within 15 days of such communication. It may be noted that only below benchmark ACR for the period relevant to promotion need be sent. This OM dated 13.4.2010 specifically provided that in case of upgradation of the final grading given in the APAR, specific reasons therefore may also be given in the order of the Competent Authority. Since the provisions of the above OM dated 13.4.2010 are applicable only for future DPCs where the recommendations will be implemented prospectively from the date of assuming charge of the higher appointment, the provisions will not be applicable to retired officers.

2. The UPSC has brought to the notice of this Department that in the DPCs being-held under the aegis of the Commission, orders of the Competent Authority do not contain specific reasons for such upgradation in a number of cases. Such orders cannot be termed as disposed off in a quasi-judicial manner as laid down in the aforesaid OM dated 13.4.2010. Grading an officer below the bench mark by the DPC in such cases on the ground of upgradation being without giving sufficient reasons is prone to avoidable representations.

3. In order that the DPC proceedings are held on schedule and without any necessity to over look the decisions given by the Competent Authority while upgrading the grading in the APAR without specific reasons and justifications , all Ministries / Departments are requested to kindly bring to the notice of the Competent Authority while forwarding the representation against remarks in the APAR that the authority may decide on the representation in an objective manner within 30 days of receipt of the representation and give specific reasons in case of upgradation of the final grading given in the APAR as per provisions contained in this Department's aforesaid OM dated 13.4.2010.
