மும்பை: இந்திய ரிசர்வ் வங்கியின் உத்தரவின் பேரில், வங்கிகளில், சேமிப்பு கணக்கு வைத்துள்ள வாடிக்கையாளர்களின் கணக்கில் உள்ள பணத்திற்கு, ஏப்ரல் 1ம் தேதி (நாளை) முதல் தினசரி அடிப்படையில் வட்டி வீதம் கணக்கிடப்பட உள்ளது. ஒருவரின் சேமிப்புக் கணக்கில், ஒவ்வொரு மாதமும் பத்தாம் நாள் முதல் அந்த மாதத்தின் கடைசி நாள் வரை இருக்கும் குறைந்தபட்ச தொகைக்கு வட்டி கணக்கிடப்படும் நடைமுறை இதுவரை பின்பற்றப்பட்டது.



இந்திய ரிசர்வ் வங்கி கவர்னர் டி.சுப்பாராவ், கடந்தாண்டு ஏப்ரல் 21ம் தேதி வெளியிட்ட ஆண்டு ரிசர்வ் வங்கி கொள்கை திட்டத்தில், 'சேமிப்பு கணக்கிற்கான வட்டி வீதம், தினசரி அடிப்படையில் கணக்கிட வேண்டும்' என, பரிந்துரைக்கப்பட்டிருந்தது. இதற்கிடையில், சேமிப்புக் கணக்கிற்கான வட்டியை குறைக்குமாறு, வங்கிகள், இந்திய ரிசர்வ் வங்கியை வலியுறுத்தி வருகின்றன. ஏனென்றால், தினசரி வட்டி வீதம் கணக்கிட்டால், தங்களின் கையிருப்பு குறையும் என, வங்கிகள் கருதுகின்றன. தற்போது, சேமிப்பு வங்கிக் கணக்குகளுக்கு ஆண்டுக்கு 3.5 சதவீதம் வட்டி வழங்கப்படுகிறது.


இதுகுறித்து நிபுணர்கள் கூறுகையில், 'மாற்றியமைக்கப்பட்ட வட்டி வீதத்தின் படி, பெரியளவு தொகையுடன், அடிக்கடி பண பரிவர்த்தனைகள் செய்பவர்களுக்கு, தினசரி கணக்கில் உள்ள பணத்தின் அடிப்படையில் அதிக பயன் கிடைக்கும். எனினும், பணப்பரிவர்த்தனைகளை பொறுத்து, டிபாசிட்தாரர்கள் 1.5 சதவீதம் முதல் 2.8 சதவீதம் வரையிலான வட்டி இனி கூடுதலாகப் பெறலாம் என, கணக்கிடப்பட்டுள்ளது' என்றனர். இது வரை சேமிப்புக் கணக்கில் உள்ள பணம் அதிகளவில் தூங்கிக் கொண்டிருந்த நிலைமாறி, ஏதோ சிறிதளவு பணம் வட்டியாக வரும் வாய்ப்பை இந்த நடைமுறை ஏற்படுத்தும். ஆனால் இதை வங்கிகள் அமல்படுத்த முழுவதும் கம்ப்யூட்டர் மூலமான கணக்கு பரிவர்த்தனை வசதி தேவை. அதைப் பொறுத்து ஒவ்வொரு வங்கியும் தன் கிளைகளுக்கு இந்த நடைமுறையைக் கொண்டு வரும் என்று கூறப்படுகிறது.

Tatkal Proof of Adderss Card in Chennai

CHENNAI: India Post Chennai region will issue ‘Proof of Address' (PoA) card through tatkal system on pilot basis from April onwards.


Launched during October 2008 in the Chennai city region on a pilot basis, the ‘Proof of Address' card enables residents, travelling businessmen, sales and marketing personnel and students to prove the validity of their latest address to apply for passport, driving licence, ration card, gas, telephone connections and open bank accounts.

Talking to The Hindu on Monday, Chennai City Region Postmaster General M.S. Ramanujan said: “Usually, it takes more than 15 to 20 days to issue a card. We have been getting half-a-dozen phone calls from students and VIPs asking for ‘PoA' cards in three or four days to enable them to apply for passport. We have been turning down their requests. In the existing scheme of things, we cannot jump the queue for them. We thought about a fast track channel and came up with the tatkal system.”

Subject:- Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 1.1.2010.
The undersigned is directed to refer to this Ministry's Office Memorandum No.1(6)/2009-E-II(B)dated 18th September, 2009 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced form the existing rate of 27% to 35% with effect from 1st January, 2010.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.1(3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. The payment of arrears of Dearness Allowance for the month of January and February, 2010 shall not be made before the date of disbursement of salary for March, 2010.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Audit General of India.

01. Govt employees can travel first class from April 1 :

With signs of economic revival becoming more pronounced, the government has relaxed the austerity drive undertaken last year and from April 1, government employees will be allowed to fly first class.

"The matter has been reviewed and it has been decided that with effect from April 1, 2010, travel on government account by air, both domestic and international may take place by the entitled class," an official statement said.

Last September, in the midst of the global financial crisis, the government had directed its employees not to fly first class on government account, irrespective of their entitlement, and fly economy for all domestic travels.

However, the government has not relaxed the austerity directive in case of Leave Travel Concession (LTC).

"...austerity measures will remain in place for travel by air (where admissible) on LTC, which would continue to be restricted to economy class irrespective of the entitlement," the Finance Ministry statement said.

The Indian economy slowed down in 2008-09 after being hit by the global financial crisis triggered by the collapse of US investment bank Lehman Brothers and other Wall Street titans beginning September 2008.

The country grew at a subdued rate of 6.7 per cent in 2008-09 after growing at around 9 per cent per annum for the preceding three financial years. In 2009-10, the economy is projected to grow by 7.2 per cent and by 8.5 per cent in 2010-11.

02. 'Govt employee has fundamental right to be considered for promotion' :

The Supreme Court has ruled that a Government employee has a fundamental right to be considered for promotion and it is mandatory for the Centre and States to carry out cadre review of eligible officers for promotion to the Indian Administrative Service (IAS).

"The right of eligible employees to be considered for promotion is virtually a part of their fundamental right guaranteed under Article 16(Equality of opportunity in matter of public employment) of the Constitution," a bench comprising Justices R V Raveendran and A K Ganguly held in a recent judgement.

The apex court passed the judgement while directing the Centre and the UP Government to consider the promotion of two State cadre officers-Hemraj Singh Chauhan and Ramnawal Singh to the IAS.

"We hold that the statutory duty which is cast on the State Government and the Central Government to undertake the cadre review exercise every five years is ordinarily mandatory subject to exceptions which may be justified in the facts of a given case," the bench said.

Govt signs pact with Apollo for dialysis clinic
The Government has signed an agreement with the prestigious Apollo Hospital to set up a Hemodialysis unit in the city where its employees can avail state-of-the-art dialysis facility.

Alliance Medicorp Limited (AML), a unit of of Apollo Hospitals Group, has signed a MoU with the Central Government to set up the 'CGHS-Apollo Dialysis' clinic.

"Apollo Hospitals Group is pleased to be associated with the Central Government to launch the first Dialysis Centre in Delhi. This Public-Private Partnership model can help bridge the gap and make world-class services available to CGHS Beneficiaries," Dr Prathap C Reddy, Chairman, Apollo Hospitals Group, said.
"We are also exploring similar PPP opportunities with other state governments," he said.
The set up, which is expected to be functional by June this year, will come up at the CGHS Wellness Centre in Sadik Nagar.

Subject: Restriction of officiating pay under FR 35 -
clarification - regarding.

The undersigned is directed to say that in of the provisions contained in Fundamental Rule 35, the Central Government may fix the pay of an officiating Government Servant at an amount less than that admissible under the Fundamental Rules. Accordingly, orders have been issued from time to time indicating the circumstances and the extent to which provisions of FR 35 would apply. This Department's OM NO. (Pay-I) dated December, 1998 lays down the ceilings based on the pay scales sanctioned by the Government on the
of the Fifth Central Pay

2. The question of revising these ceilings consequent upon implementation of Rules, 2008, which have replaced pre-revised pay scales by the running pay bands and grade pay, has been considered by the Government and the President is pleased to decide to replace the existing criteria of basic pay regarding imposition of the above restriction by the criteria of pay in the pay band.
Accordingly, the pay under FR 35 shall be restricted so as , :
not to exceed the basic pay in the revised scales by more
than the amounts shown below:

a) For employees in receipt of of the basic
Pay the pay band above pay subject to a Rs. 14880 p.m. maximum of Rs.2000 p.m.(including the
difference of grade pay between the feeder

and the promotional post).
For employees in receipt of 15% of the basic pay Pay in the pay band subject to a maximum of p.m. p.m.(including
the difference of grade pay between the feeder and the promotional post).

3. Insofar as the rate of increment to be drawn in cases where the pay is fixed under FR 35 is concerned, the Government servant may be allowed to draw his annual increment 3% of the basic pay granted to him after imposition of restrictions under FR 35.

In so far as persons serving in the Indian Audit Accounts Department are concerned, these orders issue in consultation with the Comptroller Auditor General of India.

Seniority not a fundamental right: Central Administrative Tribunal

The Central Administrative Tribunal (CAT) has said that public employees cannot claim seniority as a "fundamental right".

"As per the settled law, seniority is not a fundamental right of a public employee. It is only a civil right. There cannot be any change in this contrary to the principles of natural justice," the Tribunal bench, comprising Members Shanker Raju and Veena Chhotray, said.

The Tribunal said this while refusing to set aside an order by the Municipal Corporation of Delhi(MCD) revising the seniority list of its junior stenographers, It dismissed the petition of junior stenographers seeking to quash the order of the civic agency which had revised their 1988 seniority list.

The Tribunal noted that seniority list of junior stenographers was revised in 2000 by the MCD after duly considering the objections invited by it after circulating a provisional seniority list.

"The revision of seniority list of 2000 had been preceded by circulation of a provisional seniority list and inviting the objections. Even though the applicants still insist that their objections had not been considered, this is not proved," it said.

The Tribunal rejected the plea of violation of natural justice of petitioners on the ground that no proof in the form of relevant document was produced in support of it.

The petitioners, M S Thakur and others, were aggrieved at the changes in the revised seniority list of 2000 and approached the Tribunal for relief.

An article published by Shri S. Samuel, General Secretary, All India Association of Inspectors and ASPs is reproduced below for information.

Normally, any departmental examination for promotion is held every year depending upon year-wise vacancies so that the eligible candidate for a particular year vacancy would get opportunity to get selection for subsequent year vacancies. But disregarding all principles, the department conducted Group B examination by bunching of vacancies for four years viz. 2003, 2004, 2005 and 2006. Our Association objected to it. But the Department did not heed. Some of IP/ASP filed cases before CAT Madras and CAT Patna and prayed for a stay order. The honourable CATs at that time rejected to pass stay order. Though the single selection for all the four years is prejudicial to majority of the eligible candidates the Department successfully conducted the examination. With a result many juniors who were not at all eligible for the vacancies of 2004, 2005 and 2006 were allowed to appear, got selected and promoted. Now many ineligible candidates are working as PS Group B officer. The CAT Madras passed an order in OA 64/08 and some of the relevant paragraphs are reproduced below:

“ 15. If the selection for promotion is based every year separately for 2003, 2004, 2005 and 2006, depending upon year-wise vacancies, the eligible candidate for 2003 who did not get selection for the year vacancies, would get opportunity to seek selection for subsequent year vacancies and because of bunching of vacancies for all the four years and holding single selection is prejudicial to majority of the eligible candidate and such selection is detrimental to the eligible employees for whose purpose it has been intended. The respondents have not placed any instruction of guidelines in support their claim for holding the single selection by bunching of vacancies for 4 years or several years.

16. In view of such circumstances as discussed above, the decision to bunch the vacancies for all the four years together and holding a simple selection is discriminatory, arbitrary, unfair and also amounts to defect the selection.

17. In spite of objections raised by the applicants by way of representations an also by filing of this OA, the authorities have not taken any care and proceeded further in conducting examinations. The authorities have completed most of the selection procedure in conducting examination and also declared the result of the successful candidates in the written test.

18. In view of such circumstances, if this selection is restricted for the vacancies for the year 2003, no harm would be caused to any of the eligible candidates who faced the examination and selection for the year 2003 is held valid and the selection for the vacancies for 2004, 2005 and 2006 are held to be defective, arbitrary, irrational and discriminatory. Thus the claim of the applicants is allowed partly, directing the respondents to secure year-wise vacancies for the years 2004, 2005 and 2006 in respect of promotion to the cadre of Postal Services Group B by preparing year-wise list of eligible candidates and also vacancies and thereafter hold fresh Limited Departmental Competitive Examination (LDCE), restricting the present selection only for the year 2003.

19. In the result, the OA is partly allowed as above, with no order as to costs.”

Note:
What is the use of this order? The Department has deliberately conducted this examination. No relief was given by the CAT to affected candidates at that time. Selected candidates have now promoted and working in the higher posts. Justice is supposed to be delivered in time.

Dear Chief Secretary,
Of late there have been some disturbing incidents which call for serious introspection by civil servants. It is important that we ponder over the manner in which we discharge our duties and fulfil our responsibilities and what we need to do to refurbish our image.
2. Civil servants are appointed on the basis of a fair and open competition. We must respond in full measure to the faith that citizens have reposed in us and meet their hopes and aspirations of good governance. Integrity, honesty, objectivity, impartiality, transparency, accountability and devotion to duty are the core values which civil servants should cherish and which should form an integral part of our decisions and actions.
3. The issue of corruption needs to be addressed fairly and squarely. The Government's policy of zero tolerance for corruption must be implemented fully and effectively. Preventive vigilance should be strengthened. Transparency must be introduced in decision making and in all our systems. Stringent action must be taken against officers found guilty. Disciplinary proceedings must be expedited.
4. We need to stand by and uphold our core values. Senior officers must set an example and mentor their colleagues. The Civil Services must work moleheartedly to provide good governance.
5. Please share these sentiments with all officers. Let us resolve to serve the nation and the citizens in a committed manner.

Launch of NPS


Coimbatore March 7, 2010 :
Commissioner of Customs, Central Excise and Service Tax, C. Rajendiran on Saturday launched the New Pension Scheme (NPS) through India Post as a Point of Presence (POP) wherein the Head Post Offices would initially market the scheme.
Launching the scheme, Mr. Rajendiran said that post offices were a bridge between people and Government departments. The Department would play a pivotal role in every one's life. “Change is a must for growth and post offices have changed over a period both in terms of appearance as well as services”.

He exhorted the postal staff to follow a corporate culture and be a trendsetter for others to emulate and pointed out that network and identity with the people was the strength of the department.

The Postmaster General, Mr. Rajarajan, said that the Department would act as a POP for extending the new pension scheme on behalf of the Pension Fund Regulatory and Development Authority (PFRDA).

The scheme was being made available through head post offices on an experimental basis in Coimbatore region of Tamil Nadu and Southern Region of Karnataka. In the first phase, 21 head post offices in the nine districts of Western Region namely Coimbatore, R.S. Puram, Dharmapuri, Krishnagiri, Erode, Bhavani, Gobichettipalayam, Namakkal, Tiruchengode, Udhagamandalam, Coonoor, Pollachi, Udumalpet, Salem, Aatur, Suramangalam, Tirupur, Dharapuram, Mettupalayam, Tirupattur and Gudiayattam will act as POP. The department would operationalise the NPS in terms of subscriber registration for opening new pension account, acceptance of forms, verification, processing and forwarding the forms to Central Record Agency-Facilitation Centre, initial contribution processing, regular subscriber contribution upload through Meghdoot Software, subscriber servicing, grievance handling and MIS uploading.

Any Indian citizen in the age group of 18 to 55 years could join and continue till 60years. Minimum contribution is Rs. 500 a month and Rs 6,000 per annum and there should be a minimum of four contributions. Account holders could decide on the frequency and extent of contribution across the year as per their grievance. Subscribers' contribution would be invested as per the scheme preference opted by the subscriber and options are low risk: low returns, moderate risk: moderate returns and high risk and high returns. The subscriber could opt for the options failing which the investment would be done in auto choice considering the age of the subscriber. The pension contribution would be invested in various schemes by any one of the seven pension fund managers appointed by PFRDA. The return on investments would be in the range of six to seven per cent.
