NUTSHELLS OF GDS Committee Report.
01. Revised TRCA with effect from 01.01.06. Arrears may be paid in 2 installments of 40% and
60% spread over 2 financial years.
02. Office Maintenance Allowance revised from Rs.50 to Rs.100 per month.
03. FSC Rs.25 per month for SPM / BPM. Rs.10 per month Rs.5 for others.
04. Combined Duty allowance enhanced from Rs.100 to Rs.500 per month.
05. Special Cash Remittance Allowance : Rs.10 plus actual bus fare. If more than Rs.30,000
Rs.50 inclusive of bus fare.
06. Split Duty allowance at par with Deptl employees.
07. Cycle Maintenance Allowance Rs.30 per month. min distance of 10 kms removed.
08. Retirement age : reduced from 65 yrs to 62 yrs.
09. Training : For BPMs – 2 weeks / MDs – 5 days.
10. Severance amount Rs.1500 for every completed year of service subject to max of Rs.
60,000. Eligibility period of service decreased from 15 yrs to 10 yrs. Para 14.14.1.
11. Govt may introduce Service Discharge benefit scheme for Rs.200 per month. It is
managed by PLI Dte. Service period 10 yrs. No matching contribution from Govt.
Para 14.14.3.
12. Maternity Leave : 3 months TRCA out of the welfare grant for 1st 2 children. Min service
1 year. Para 16.14.1 / 2.
13. Paid leave upto max of 20 days in a year without accumulation. Para 16.14.6.
14. If more than one GDS in an office, combined duty with Rs.25 per month.
15. Transfer : 1) when women GDS gets married & necessarily to be shifter to her spouse
place. 2) Declared as Surplus. 3) Appointment made on Compassionate. Para 16.12.2.
16. Ex-gratia gratuity : Para 14.7. may be granted @ half months basic allowance for
each completed year of continuous service subject to max of Rs.60,000 or 16 ½ months
basic TRCA.
17. Security : Para 16.13. SPM / BPM – Rs.25,000 & others Rs.10,000.
18. Group Insurance : Rs.50 per month of coverage Rs.50,000.
19. GDS SOs : There should be no GDS SOs in urban / rural areas. Para 6.11.
20. The existing GDS SOs should either be closed or upgraded to SO or downgraded to BO.
21. The existing rural BOs to ensure distance condition. The distance should be radial
distance not by road and prepared by digital map certified by State Govt.
22. Every Gram Panchayat may be provided to Postal facilities either BO / PSSK.
23. Villages which fulfill only two criteria of distance & population but not the income
condition could also be considered for providing Postal services.
24. The GDS (Conduct & Employment) Rules 2001 may be renamed as GDS (Conduct &
Engagement) Rules.
25. The payment of TRCA may be made thro SB A/c. Para 10.37.12.
26. Revision of Commission Rates :

27. Points :
The PLI time factor can be adopted for RPLI Premia collection / Bills collection. Para 9.16.3.
28. The TRCA for various categories of GDS is recommended as below : Para 10.37.
29. Fixation of TRCA as on 01.01.06.
Formula : Old TRCA as on 01.01.06 + DA 74% + 40% of max of old TRCA.
30. Welfare measures : Para 15.5.

The GDS committee has done their job. Enough recommendations are made about the Sub Division, its work load, supervision and control of BOs by the committee. Circle Association is requested to consolidate them, analyse and prepare a memorandum to the Department. This will perhaps enhance the position of the cadre.
