Retirement of our President Shri. Newton Balakrishnan

On 31.5.2016, our President Shri. Newton Balakrishnan retiring on Superannuation.

On behalf of all members, wishing him a happy and peaceful retirement life.

 Cabinet gives ex-post facto approval to the cadre review of Indian Postal Service (IPoS)

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today granted ex-post facto approval to the proposal for undertaking cadre review of the Indian Postal Service.

The cadre review will enable the Department of Posts to meet the functional requirements and strengthening the cadre structure both in the headquarters and in the field on the basis of functional requirement, which will provide more avenues to earn review and respond effectively to the customer needs, reduce the existing stagnation and improve the career prospects of Indian Postal Service officers.

The proposal will be implemented through measures that include creation of a post of DG (Postal Operations) in the Apex scale, creation of post of Additional DG(Coordination) in the HAG+ scale, one post in HAG level, 5 posts in SAG level and 4 posts at the JAG level, and also increase of 84 posts at JTS level by down-grading from STS and overall decreasing STS posts by 96 for adjustment of new posts proposed to be created, without any overall change in the total number of posts in the cadre.

For undertaking the above exercise, necessary consultations on the CRC recommendations with Ministry of Finance and the Ministry of Personnel, Public Grievances & Pensions have been duly completed. The Department of Expenditure have conveyed their ‘no objection’ to the proposal.

Updation of Gradation list of Inspector Posts cadre from 1992 to 2000

All members of this Association are aware that Directorate vide memo No. 9-9/2011-SPG dated 22.02.2016 has called for some additional information related to few IP/ASP candidates of Bihar/Karnataka / Kerala / Tamil Nadu /Jharkhand / Madhya Pradesh / Rajasthan/ Uttarkhand and Uttar Pradesh Circle working in APS for updation of seniority list of Inspector Posts cadre for the year from 1992 to 2000. This updation is being kept ready for easily convening of regular DPCs of PS Gr. B in near future and also to avoid representations from the officers.  

It is learnt that till today Jharkhand and Rajasthan circle has not submitted requisite information to Directorate.

APS Directorate has also not submitted the required information to Directorate as required in Annexure-I of the above said letter. 

It is therefore directed to Circle Secretaries of Jharkhand and Rajasthan Circle and new CHQ office bearers of these two circles to meet the circle administration immediately and ensure submission of requisite information to Directorate immediately.

Supplementary DPC for promotion to the cadre of PS Gr. B for the year 2015-16 ..... update

It is learnt that WB circle has still not submitted required and correct information of two officers to Directorate and therefore supplementary DPC is delayed. Therefore Directorate has decide to ignore these candidates of WB circle from zoc and proceed further. CHQ welcomed the move of the Directorate. We expect the result of supplementary DPC very soon.

Kerala Circle - 43rd Biennial Conference at Alappuzha

The 43rd Biennial Circle conference of the Association was held at Palm Beach Resort, Alappuzha on 21st and 22nd May 2016. The pre-conference working Committee was held on 21st followed by  a scintillating music extravaganza lead by Sri. Rajeev Cherukad. The General body was held on 22nd morning followed by the Open Session which was inaugurated by Smt. Sumathi Ravichandran, PMG (CR).  Madam also delivered the key note address. Sri. S.Ramamurthy, DPS (CR) Sri. Narasimha Naicken, SSPOs KTM and President, Kerala Officers Association and Sri. C.V.Raju, SPOs, Tiruvalla were the special guests on the occasion. Sri. Ramamurthy and Sri. C.V.Raju were specially honoured on the occasion as both the officers are due for retirement in this month. Sri. Venunathan Pillai, our outgoing President and SPOs PTA was also specially honoured on the occasion.

The brief of his speech as under :

Government is committed to reform the postal department. Two unique qualities of Department of Posts are Extensive network spread in nook and corner of the Nation and Emotional connect of Postman with the rural life.

India is at the tipping point of digital revolution and Postal department should be the fulcrum of economic development especially in rural life.

Postal department's share in E-commerce is around 15% only, which needs to be improved drastically. The entire ecosystem to reform the postal department needs to change.

1. Pick up points to reach the customers proactively to collect and deliver posts/ parcels.

2. India Post Payments Bank needs to be flawlessly implemented. It should act as a platform for 3rd party services. Human Resource Training needs to be given. Postal Payment Bank should be started definitely by March 17.

3. Implementation of IT modernization solutions needs to be improved. We keep getting complaints of glitches leading to harassment to customers.

4. Parcel Delivery : New ideas to generate revenue with Technology infusion. Geo tagging and better location identification needs to be considered.

5. Human Resource capacity building : Need to incentivize the performance... Good incentive at right time will be a big motivation. Best practices should be replicated pan India.

6. Good sign boards pan India should be ensured.

7. Metamorphosis of postal department should be branded well.

8. Surety of punishment is more important than Severity of punishment... in case of disciplinary cases. Any laxity in timely completion of disciplinary proceedings should be viewed seriously.

9. Philately should be ventured as a new source of revenue generation. My Stamp, Commercialisation of stamps need to be tried to earn revenues.

10. Social Media should be effectively used for complaint redressal and creation of awareness regarding departmental initiatives/ schemes.

11. I work hard... I expect all of you to work hard to achieve the goals of government.

12. Recruitment to fill up vacant posts should be done in a transparent and fair means. Any irregularity should be viewed seriously and responsibility should be fixed.


13. Congratulated the Department of Posts for good work done in the last 2 years in different schemes like Sukanya Samriddhi Yojana, CBS, Postal ATMs, E-Commerce.

1.   The Divisional Heads are ordering the IPs/ASPs to hold the additional charge of other vacant Sub Divisions due to shortage of IPs/ASPs.  They have to carry out all the works of other Sub Division also.  In order to meet the extra workload and expenses, it is requested to issue instructions to all Divisional heads to approve the additional mileage of 200 kilometers to the concerned IPs/ASPs.

2.    Considering the present scenario it is requested to provide complete training on Finacle and Mccamish software to all IPs/ASPs. The Executive awareness training provided to the IPs/ASPs is not adequate. 
    
3.     It is requested to supply of 1 TB External Hard disk to all  IPs/ASPs.  This will facilitate cutting down the load of carrying Laptop for Sub Divisional Heads and all other IPs/ASPs may use it conveniently.

Suggesting a name to "IT Modernization Project of Department of Posts"

There is a proposal to give a name to the "IT Modernization Project of Department of posts" as desired by the Hon'ble MOC & IT. The suggested name should be a reflection of wide reach of India Post Network across the country and also project the modernization in the Department through IT Modernization project.

In this regard Department of Posts (Project Management Unit) has requested to 
All Head of Circles, All DDGs, Dak Bhawan, CGM (BD&M Directorate, CGM, PLI Directorate and Director, RAKNPA, Ghaziabad to suggest a suitable name to the "IT Modernization Project of Department of Posts".

All concerned members i.e. Inspector Posts of 2001 and 2002 batch are directed to confirm their seniority very thoroughly and if there is any irregularity / mistakes noticed the same should be be reported to Directorate through proper channel within 45 days.

All Circle Secretaries are directed to ensure the submission of date of birth of candidates by their circle to Directorate within 10 days. Also ensure whether circle is intimating the names of the IPs who expired, removed from service, retired or promoted to PS Gr. B cadre, change of circle etc. while reporting the matter to Directorate.
