Sub : Four-monthly union meeting with CPMG, Tamil Nadu Circle, Chennai
to be held during July 2011 – reg.
Ref : CPMG’s letter No. SR/1-15/2008-FMM dated 08.07.2011.
a). The following are the subjects to be discussed in the proposed four-monthly meeting to be held during July 2011.
New Subjects:
1. Re-allotment of surplus qualified IPs of Tami Nadu Circle working in various circles back to Tamil Nadu Circle:
Nearly 20-25 candidates selected as surplus qualified IPs, since 2007, were allotted and working in various circles, leaving their aged parents, family & school going children at their native places. They are not able to shift their family to their places of working due to multi various problems. As on date, there are around 20 vacancies in the IP cadre in our circle. (Including the proposed 17 resultant vacancies) It is requested that a proposal may please be taken up with Directorate (SPN branch) to re-allot and transfer them to our T.N. Circle. Such proposals were taken up by AP, Karnataka and NE circles and their surplus IPs were reallotted back to their parent circles.
2. To avoid delay in acceptance of PLI proposals procured by IP/ASPs:
It is brought to the notice of this Association by our members that PLI proposals procured by them are not accepted within the stipulated norms. The inordinate delay in accepting/releasing the policy document by CO not only hampers the procurement/achievement of target, but also the image of the Department and also our IPs/ASPs are answerable to the proponents for the delay by CO. To quote an example, the PLI proposal taken by S. Rajendra Babu, ASP, Salem East Sub Division, Salem on 01.12.2010 (submitted to CO, by RL No. L.2694/01.12.2010 of Salem HO) is yet to be accepted, even after 7 months. In some cases it is also brought to the notice of this Association that the proponents are comparing with the speedy acceptance of PLI proposals procured by the Development Officers. Even the PLI DOs make a false propaganda among the proponents (particularly Shri. I. Chan Basha, PLI DO in Salem area) not to take PLI policies with IPs/ASPs stating that the proposals will not be accepted and delayed. This discrimination spoils the image of our members and it is requested that the PLI proposals procured by our members may be accepted within the norms. The PLI DOs may also be suitably instructed not to make such false propagandas against our members.

3. Request for stoppage of recovery of loss in fraud cases imposed to IP/ASPs for flimsy reasons/lapses.
It is brought to the notice of this Association that, of late, recovery of unadjusted loss in fraud cases are being ordered to our members for the petty lapses in their routine work. Though the lapses are neither contributed to the fraud nor affect the detection of fraud. This creates frustration in the minds of our members and demoralizes them.
