Launching of MoneyGram Service

India Post has now in tie up MoneyGram Payment Systems Inc, USA to introduce MoneyGram Services in India Post. This is just like Western Union Money Transfer Services, purely an Inward Remittances only not Outward.
This service will be launched by Hon'ble MoC & IT on 29.09.11 at Hotel Taj, Delhi.
In 1st Phase, launching in 100 POs. Delhi - 20 / Punjab - 40 / Tamilnadu 40 POs.

Revision of Spl & Cash Handling Allowances

Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2011-


This Department has been receiving references regarding revision of Special Allowance and Cash Handling Allowance subsequent to increase in the rate of DA @ 51% w.e.f. 1.1.2011.
2. This Department’s O.M No.4/6/2008-Estt.(Pay II) dated 1st October,2008 states that the rates of Special Allowance and Cash Handling Allowance will be automatically increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.
3. All Ministries/Deptts. are, therefore, advised to take necessary action accordingly.

DA - 7% likely to be decided by Today


The Cabinet may on Thursday raise dearness allowance (DA) for Central Govt Employees dearness relief (DR) for pensioners by 7 percentage points to 58% of the basic pay/pension.
The last hike in DA was in March when the government increased it by 6 percentage points. The Cabinet is expected to take a decision in this regard on Thursday, sources said. The Cabinet is also expected to clear a proposal for giving productivity linked bonus to Railway employees for the year 2010-11, sources added.
With the proposed DA hike, the basic pay of the central government employees (or pensioners as the case may be) would go up by 36% over a two-year period. The hikes will be implemented from July 1, 2011. The combined impact on the exchequer on account of both DA and DR increase between January 2009 and January 2011 is estimated to have crossed Rs 16,000 crore. The measure is set to provide relief to a total of around 5 million central government employees and around 4 million pensioners.
The change in DA, which is linked to the consumer price index, has lead to a further change in other allowance structure since rate breached the 50% of basic pay mark in March. For instance, payments like conveyance allowance and children’s education allowance have also gone up by 25%. This hike is in accordance to the formula given in the sixth pay commission report which says: “The rates of these allowances will be increased by 25% every time the DA payable on revised pay scales goes up by 50%.” As a result, there will also be an increase in the special compensatory allowance for the central government employees posted in remote areas such as the north-east and Jammu & Kashmir. Their special allowance also goes up by 25% the moment the 50% trigger was breached. The increased DA and DR are expected to help the households of central government employees and pensioners who are already exposed high inflation.
The Cabinet is also expected to clear the Delhi-Mumbai Industrial Corridor project being implemented in collaboration with Japan at Thursday’s meeting. The project was conceived five years ago and envisages setting up of industrial corridor along the Delhi-Mumbai stretch. It will comprise seven new cities, nine industrial parks, three ports, six airports and a 1,483 km high-speed rail and road line will be developed as a trading hub. The States covered by the project include Uttar Pradesh, Haryana, Rajasthan, Gujarat, Maharashtra and Madhya Pradesh.
The Cabinet will also take up for consideration the national manufacturing policy that aims at raising contribution of manufacturing in GDP from 16% to 26% by 2025 and creating 100 million jobs in next 10 years. Manufacturing sector contributes over 80% to the overall industrial production.

Govt officials may be allowed to use Facebook

Ahmedabad, September 9
The government is planning to put in place a framework for officials that would allow them to leverage the power of the social media, a top official of the Department of Information and Technology (DIT) said here today.
“We are creating a framework that would help Central departments and officials to use social media like Facebook, Twitter effectively,” said Additional Secretary DIT, Shankar Aggarwal.
“We expect to give a final shape to it (framework) over the next two or three months and notify it,” he said.
“The idea is that they can enter into a dialogue with the public more freely, take suggestions, feedbacks and provide updates. It shall be more of a two-way rather than a one-way communication,” Aggarwal stated.
“Social media is being used extensively by civil society, but unfortunately, we do not have any framework for the Central government and state government,” he said.
“The government officials are scared of using the social media because they are not sure whether they are allowed to use it or not,” he added.
Meanwhile, the government is planning to introduce the Right to Public Services Act soon that would make it mandatory for the government entities to deliver public services in an electronic form too.
“We have already created a framework and for this (Act) and the framework is to be converted into a law. We think we will be able to introduce it in the next session of the Parliament and this will become a law,” he said.
“Under this, we shall be trying to ask the government entities to deliver all the public services in an electronic form also. It has to be achieved over the next five years,” he informed.
Aggarwal said they had been planning to develop a payment gateway for the entire country so that the people could pay electronically for various services. — PTI

Family Pension to Parents

Grant of Family Pension to dependent Parents of a deceased Govt Servant.

It is hereby clarified that in case the deceased Govt Servant is not survived by a widow/widower of a child, the dependent parents become directly eligible to receive family pension. In cases where a deceased Govt Servant is survived by a widow/widower or a child, and the position changes subsequently because of death or re-marriage of the spouse and/or death or ineligibility of child/children, including a disabled child, the dependent parents become eligible for family pension. However, in terms of this Dept OM No. 38/37/08-P&PQ (A) Dt. 02.09.08, a childless widow, subject to dependency criteria, is entitled to the family pension even after her re-marriage. In such an event, the parents of the deceased employee become entitled tot he family pension only after the childless widow dies or when her independent income from all other sources becomes equal to or higher than that prescribed for dependency criterion under the Rules.

GS Desk - Revised proposal for merger with IP & ASP


CHQ has drafted revised proposal on the above subject and the same is furnished below for information of all CHQ Office Bearers/Circle Secretaries/Members. They are requested to kindly go through it and submit their suggestions,if any, to the CHQ after consulting Circle Working Committee members through Phone/Email/SMS by 18.09.2011 so that revised proposal could be submitted to the Department.In case of no reply from the Circle Secretaries by due date, it will be presumed that they are in favour of the revised proposal.
          REVISED PROPOSAL
     Post of Inspector,Posts may be merged withh the post of Asstt. Supdt. Posts with GP of Rs.4600/-with nomenclature as Asstt. Supdt. Posts as the Department has already merged the post of Inspector, MMS with the post of Asstt. Manager, MMS with the GP of Rs. 4600/- with nomenclature as Asstt. Manager, MMS. In the event of merger with upgraded GP of Rs. 4600/-, the Association is agreeable for withdrawal of Gazettted status granted to the post of Asstt. Supdt. Posts vide Postal Directorate memo. no. 25-18/2000-PE dated 28.07.2005. However, it is made clear that Gazetted status to the post of ASP should be withdrawn only after merger and grant of GP of Rs. 4600/- to the merged post simultaneously.
