All India Consumer Price Index for Industrial Workers (CPI-IW) for the month of June 2011 has been announced by Ministry of labour and Employment.As per Press Information Bureau's report in this regard CPI-W for the month of June-2011 stood at 189.
With this announcement, all data required for estimation of increase in Dearness allowance for Central Government Employees with effect from 1st July 2011 have been given in black and white by Government. Let's have a look at the same.

Slow Internet Speed in India



India broadband users be ready to face slow internet speeds starting today to 30th July .This is due to a planned maintenance activity in BSNL’s international Bandwidth for internet equivalent to 19 STM-16(47.5Gbps) will be down during this maintenance activity period.
Its is believed that STM-16 12.5Gbps bandwidth has been restored by Tata Communication thus out  of total planned outage of 47.5 Gbps international bandwidth 35Gbps of bandwidth will be affected.
So what does this mean we believe BSNL broadband users will be most affected during the downtime.

News from GS Desk

Today, I accompanied by Sh. S. Ravi, AD (RB) & Sh. Ajit Kumar, ASP (PMU) met with Sh.V. K. Tiwary, DDG (Rectt.& Pet.) holding additional charge of DDG (Estt.) in his chamber on the advice of the Secretary (Posts). Sh. Raj Kumar, Director (Estt. & DE) was also present during the course of the meeting.
All issues included in our charter of demands were discussed in detail. The DDG (Rectt. & Pet.) heard our views positively and assured us that files on all issues in the charter of demands are under process by the Department.We stressed for upgradation of GP of IP from Rs.4200/- to Rs. 4600/- and as well as review of cadre restructuring in respect of Inspector, Posts cadre. 
SR Division of the Postal Directorate has called for action taken report on our charter of demands from all concerned Divisions on 18.07.2011. Formal meeting to discuss our charter of demands is likely to be conducted by the Department shortly.

Sub : Outstation allowance (OSA) for RMS Staff - Revision of Rates Thereof  

            The outstation allowance payable to the RMS Staff was last revised vide Directorate Memo no. 50-1/98-D dated 08.03.1999 and was under consideration at this Directorate  for further revision in the wake of revised DA rates recommended by the 6th Central Pay Commission.

2.         It has been decided to revise upwards the Outstation Allowance payable to the RMS Staff for a period of absence on duty from their headquarters exceeding six hours at the following rates:

i)          Multi task Staff (Gr. D)  Rs. 27.50

ii)         Mail Guard                   Rs.27.50

iii)        Head Mail Guard          Rs.29.70

iv)        Sorting Assistants        Rs.29.70

v)         LSG SA                        Rs.31.50 

For every six hours or part thereof

3.         The revised Outstation allowance rates would be applicable with restrospective effect from 01.09.2008.

a).        The following are the subjects to be discussed in the proposed four-monthly meeting to be held during July 2011.  

New Subjects:

1.                   Re-allotment of surplus qualified IPs of Tami Nadu Circle working in various circles back to Tamil Nadu Circle:

Nearly 20-25 candidates selected as surplus qualified IPs, since 2007, were allotted and working in various circles, leaving their aged parents, family & school going children at their native places. They are not able to shift their family to their places of working due to multi various problems. As on date, there are around 20 vacancies in the IP cadre in our circle. (Including the proposed 17 resultant vacancies) It is requested that a proposal may please be taken up with Directorate (SPN branch) to re-allot and transfer them to our T.N. Circle. Such proposals were taken up by AP, Karnataka and NE circles and their surplus IPs were reallotted back to their parent circles. 

2.                   To avoid delay in acceptance of PLI proposals procured by IP/ASPs:

It is brought to the notice of this Association by our members that PLI proposals procured by them are not accepted within the stipulated norms. The inordinate delay in accepting/releasing the policy document by CO not only hampers the procurement/achievement of target, but also the image of the Department and also our IPs/ASPs are answerable to the proponents for the delay by CO.  To quote an example, the PLI proposal taken by S. Rajendra Babu, ASP, Salem East Sub Division, Salem on 01.12.2010 (submitted to CO, by RL No. L.2694/01.12.2010 of Salem HO) is yet to be accepted, even after 7 months. In some cases it is also brought to the notice of this Association that the proponents are comparing with the speedy acceptance of PLI proposals procured by the Development Officers. Even the PLI DOs make a false propaganda among the proponents (particularly Shri. I. Chan Basha, PLI DO in Salem area) not to take PLI policies with IPs/ASPs stating that the proposals will not be accepted and delayed. This discrimination spoils the image of our members and it is requested that the PLI proposals procured by our members may be accepted within the norms.  The PLI DOs may also be suitably instructed not to make such false propagandas against our members.

3.                   Request for stoppage of recovery of loss in fraud cases imposed to IP/ASPs for flimsy reasons/lapses.

It is brought to the notice of this Association that, of late, recovery of unadjusted loss in fraud cases are being ordered to our members for the petty lapses in their routine work. Though the lapses are neither contributed to the fraud nor affect the detection of fraud. This creates frustration in the minds of our members and demoralizes them.
